  1  1          SENATE CONCURRENT RESOLUTION NO.     
  1  2                 BY  BOETTGER AND KRAMER
  1  3 A Senate Concurrent Resolution requesting that the
  1  4    Legislative Council authorize a legislative interim
  1  5    study to plan for the growing long-term care needs 
  1  6    of Iowans.
  1  7    WHEREAS, with the aging of Iowans born between 1946
  1  8 through 1964, who are members of the large population
  1  9 group known as the "baby boomers," there will be
  1 10 significant growth in the numbers of people with long-
  1 11 term care service needs; and
  1 12    WHEREAS, because the state-federal Medicaid program
  1 13 is the major source of public funding for long-term
  1 14 care services and the cost per elderly person in this
  1 15 program is much greater than for persons who are
  1 16 children and young adults, consequently, any increases
  1 17 in the need for long-term care services may be
  1 18 expected to greatly increase Medicaid expenditures;
  1 19 and
  1 20    WHEREAS, many members of the public prefer long-
  1 21 term care options that support independence, provide
  1 22 choices, promote inclusion of persons in the
  1 23 community, and are affordable without public
  1 24 assistance; NOW THEREFORE,
  1 25    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  1 26 REPRESENTATIVES CONCURRING, That the Legislative
  1 27 Council is requested to authorize an interim study
  1 28 committee to plan for the growing long-term care needs
  1 29 of Iowans.  If the committee is authorized, it should
  1 30 be directed to consider the factors leading to the
  2  1 growth in need for long-term care, address public
  2  2 preferences for care which allows independence and
  2  3 community involvement and provides an array of care
  2  4 options, evaluate options to support private financing
  2  5 of long-term care, develop proposals to manage growth
  2  6 in the Medicaid program for long-term care services,
  2  7 and weigh other proposals to address long-term care
  2  8 service and financing needs.
