1 1 SENATE CONCURRENT RESOLUTION NO. ___
1 2 BY SEXTON and BOLKCOM
1 3 A Senate Concurrent Resolution requesting an
1 4 interim study of the feasibility of televising
1 5 legislative proceedings in order to enhance
1 6 public access to state government.
1 7 WHEREAS, the growth in citizen access to
1 8 information through the internet, radio, and
1 9 television, and other electronic means has greatly
1 10 increased citizen expectations regarding access to
1 11 government proceedings; and
1 12 WHEREAS, recent innovations in technical
1 13 capabilities now allow widespread distribution of
1 14 legislative proceedings at a relatively reasonable
1 15 cost as evidenced by the availability of an audio
1 16 signal of Iowa legislative proceedings now available
1 17 via internet access; and
1 18 WHEREAS, citizen access to government proceedings
1 19 was recently enhanced with the internet availability
1 20 of both audio and television coverage of the
1 21 Governor's budget address; and
1 22 WHEREAS, nearly 20 states currently provide
1 23 complete or partial television coverage of floor
1 24 debate and committee proceedings; and
1 25 WHEREAS, other public policy issues have arisen
1 26 concerning the use of television in the Legislature
1 27 such as allowing legislators to participate in
1 28 legislative meetings via interactive television; and
1 29 WHEREAS, implementation and policy questions
1 30 associated with televised legislative proceedings are
2 1 numerous and require careful consideration; NOW
2 2 THEREFORE,
2 3 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
2 4 REPRESENTATIVES CONCURRING, That the Legislative
2 5 Council is requested to create a Legislative Study
2 6 Committee to meet during the 1999 Interim to consider
2 7 the feasibility of televising legislative proceedings
2 8 and to address other questions regarding the use of
2 9 television by the Iowa General Assembly; and
2 10 BE IT FURTHER RESOLVED, That if the study committee
2 11 is created, it be directed to consider and make
2 12 recommendations concerning related issues, including
2 13 but not limited to options for distributing television
2 14 coverage via internet, cable television, the Iowa
2 15 communications network, high definition television
2 16 signals and other broadcasting approaches; rules to
2 17 address use of television cameras such as permissible
2 18 camera angles and lighting; public and private
2 19 approaches to implementing such broadcasting capacity;
2 20 storage, availability, and use of recordings of the
2 21 proceedings; options for providing full or limited
2 22 coverage of floor debate and committee meetings;
2 23 options for providing coverage of simultaneous Senate
2 24 and House of Representatives proceedings; propose
2 25 rules for use of interactive television by
2 26 legislators; and other technology and cost
2 27 considerations; and
2 28 BE IT FURTHER RESOLVED, That if the study committee
2 29 is created, it should be directed to report its
2 30 findings and recommendations to the 2000 Session of
3 1 the Seventy-eighth General Assembly.
