  1  1    Amend House File 2554, as passed by the House, as
  1  2 follows:
  1  3    #1.  Page 6, by inserting after line 20 the
  1  4 following:
  1  5    "Sec.    .  Section 602.1301, subsection 2, Code
  1  6 1999, is amended to read as follows:
  1  7    2.  a.  As early as possible, but not later than
  1  8 December 1, the supreme court shall submit to the
  1  9 legislative fiscal bureau, and to the department of
  1 10 management, the annual budget request and detailed
  1 11 supporting information for the judicial branch.  The
  1 12 submission shall be designed to assist the legislative
  1 13 fiscal bureau in its preparation for legislative
  1 14 consideration of the budget request.  The information
  1 15 submitted shall contain and be arranged in a format
  1 16 substantially similar to the format specified by the
  1 17 director of the department of management and used by
  1 18 all departments and establishments in transmitting to
  1 19 the director estimates of their expenditure
  1 20 requirements pursuant to section 8.23, except the
  1 21 estimates of expenditure requirements shall be based
  1 22 upon one hundred percent of funding for the current
  1 23 fiscal year accounted for by program, and using the
  1 24 same line item definitions of expenditures as used for
  1 25 the current fiscal year's budget request, and the
  1 26 remainder of the estimate of expenditure requirements
  1 27 prioritized by program.  The supreme court shall also
  1 28 make use of the department of management's automated
  1 29 budget system when submitting information to the
  1 30 director of the department of management to assist the
  1 31 director in the transmittal of information as required
  1 32 under section 8.35A.  The supreme court shall budget
  1 33 and track expenditures by the following separate
  1 34 organization codes:
  1 35    (1)  Iowa court information system.
  1 36    (2)  Appellate courts.
  1 37    (3)  Central administration.
  1 38    (4)  District court administration.
  1 39    (5)  Judges and magistrates.
  1 40    (6)  Court reporters.
  1 41    (7)  Juvenile court officers.
  1 42    (8)  District court clerks.
  1 43    (9)  Jury and witness fees.
  1 44    b.  Before December 1, the supreme court shall
  1 45 submit to the director of the department of
  1 46 management, and to the chairpersons of the committees
  1 47 on appropriations, an estimate of the total
  1 48 expenditure requirements of the judicial branch.  The
  1 49 director of the department of management shall submit
  1 50 this estimate received from the supreme court to the
  2  1 governor for inclusion without change the governor's
  2  2 consideration in preparing the governor's proposed
  2  3 budget for the succeeding fiscal year.  The estimate
  2  4 shall also be submitted to the chairpersons of the
  2  5 committees on appropriations. The governor shall not
  2  6 be required to include the estimate without change in
  2  7 the governor's proposed budget for the judicial branch
  2  8 but may modify the estimate as determined by the
  2  9 governor."
