1 1 Amend the amendment, S-5549, to House File 2540, as
1 2 amended, passed, and reprinted by the House, as
1 3 follows:
1 4 #1. Page 3, by inserting after line 31 the
1 5 following:
1 6 "# . Page 8, by inserting before line 23 the
1 7 following:
1 8 "Sec. . Section 257.31, subsection 5, Code
1 9 1999, is amended by adding the following new
1 10 paragraph:
1 11 NEW PARAGRAPH. m. Unusual need for advance
1 12 funding to provide a program or other special
1 13 assistance to non-English speaking pupils as provided
1 14 in section 280.4, subsection 4.
1 15 Sec. . Section 280.4, Code 1999, is amended by
1 16 adding the following new subsection:
1 17 NEW SUBSECTION. 4. For any fiscal year beginning
1 18 on or after July 1, 2000, there is appropriated from
1 19 the general fund of the state to the department of
1 20 education for allocation by the school budget review
1 21 committee, an amount necessary to be distributed as
1 22 supplemental aid to a school district if the district
1 23 has an unusual need for advance funding to provide a
1 24 program or other special assistance to non-English
1 25 speaking pupils because an eligible recipient of
1 26 financing provided by an Iowa agricultural industry
1 27 finance corporation as provided in section 15E.209 is
1 28 located within ten miles of the school district.""

1 30 following:
1 31 "# . Title page, by striking lines 1 through 3
1 32 and inserting the following: "An Act relating to
1 33 economic development programs by making an
1 34 appropriation for certain school programs in relation
1 35 to eligible recipients of financing provided by an
1 36 Iowa agricultural industry finance corporation,
1 37 providing tax credits, and including effective and
1 38 retroactive applicability date provisions.""
