1 3 #1. Page 27, by inserting after line 23 the
1 4 following:
1 5 "Sec. . DEPARTMENT OF CORRECTIONS INSTITUTION
1 6 STAFFING – STUDY – REPORT. The department of
1 7 corrections, the Iowa department of personnel, and the
1 8 applicable certified collective bargaining
1 9 representative for the affected employees, shall
1 10 jointly conduct a study concerning staffing
1 11 requirements at department of corrections'
1 12 institutions. The study participants shall examine
1 13 and include findings in a joint report concerning the
1 14 impact of current staffing authorizations at
1 15 department of corrections' institutions on affected
1 16 employees and on the ability of the institutions to
1 17 efficiently operate, including, but not limited to,
1 18 examination of the use of overtime by employees at the
1 19 institutions and the ability of affected employees to
1 20 utilize accrued leave. In addition, the study
1 21 participants shall consider and include a
1 22 recommendation in the joint report concerning what
1 23 level of staffing at department of corrections'
1 24 institutions would provide adequate staffing at the
1 25 institutions based on the needs of both the
1 26 institutions and the affected employees. In making a
1 27 recommendation concerning staffing levels, the study
1 28 participants shall consider what level of staffing at
1 29 the institutions would allow for a reasonable
1 30 reduction in the use of overtime by employees and
1 31 would allow affected employees to reasonably utilize
1 32 their accrued leave. In addition, the study
1 33 participants shall consider and make findings
1 34 concerning the possible costs, and possible cost
1 35 savings, for establishing the staffing levels
1 36 recommended. The study participants shall submit a
1 37 joint report, concerning their findings and
1 38 recommendations, to the general assembly by January 1,
1 39 2001."
