1 4 "DEPARTMENT OF EDUCATION
1 5 Sec. . There is appropriated from the rebuild
1 6 Iowa infrastructure fund to the public broadcasting
1 7 division of the department of education for the fiscal
1 8 period beginning July 1, 2000, and ending June 30,
1 9 2002, the following amounts, or so much thereof as is
1 10 necessary, to be used for the purpose designated,
1 11 notwithstanding section 8.57, subsection 5, paragraph
1 12 "c":
1 13 For the continued conversion to digital television:
1 14 FY 2000-2001...................................... $ 7,000,000
1 15 FY 2001-2002...................................... $ 9,000,000
1 16 The public broadcasting division of the department
1 17 of education may enter into contracts for the costs of
1 18 carrying out the purpose for which appropriations are
1 19 made in this section, for the fiscal years beginning
1 20 July 1, 2000, and July 1, 2001.
1 21 Sec. . There is appropriated from the rebuild
1 22 Iowa infrastructure fund to the division of libraries
1 23 and information services of the department of
1 24 education for the fiscal year beginning July 1, 2000,
1 25 and ending June 30, 2001, the following amount, or so
1 26 much thereof as is necessary, to be used for the
1 27 purpose designated, notwithstanding section 8.57,
1 28 subsection 5, paragraph "c":
1 29 For the establishment and administration of a
1 30 twenty-first century learning infrastructure:
1 31 .................................................. $ 2,000,000"

1 33 following:
1 34 "Sec. . There is appropriated from the rebuild
1 35 Iowa infrastructure fund to the division of
1 36 information technology services of the department of
1 37 general services, for the fiscal year beginning July
1 38 1, 2000, and ending June 30, 2001, the following
1 39 amounts, or so much thereof as is necessary, to be
1 40 used for the purposes designated, notwithstanding
1 41 section 8.57, subsection 5, paragraph "c":
1 42 1. For deposit in the IowAccess revolving fund:
1 43 .................................................. $ 1,000,000
1 44 2. For technology initiatives and enhancements:
1 45 .................................................. $ 10,200,000
1 46 a. Of the amount appropriated in this subsection,
1 47 $500,000 shall be available for an electronic access
1 48 for student records project.
1 49 b. The remaining funds shall be used for
1 50 technology initiatives including, but not limited to,
2 1 all of the following:
2 2 (1) For continuation of the child support recovery
2 3 project and for the welfare reform system to conform
2 4 with federal requirements.
2 5 (2) For the development of the community resources
2 6 system and integrated information systems.
2 7 (3) Other technology initiative projects,
2 8 according to priorities developed by the division of
2 9 information technology services using specific
2 10 criteria which shall be reported to the oversight and
2 11 communications joint appropriations subcommittee of
2 12 the general assembly.
2 13 The division of information technology services
2 14 shall coordinate technology initiative projects to
2 15 maximize the use of the funds available under this
2 16 subsection."

2 18 following:
2 19 "IOWA TELECOMMUNICATIONS AND TECHNOLOGY COMMISSION
2 20 Sec. . There is appropriated from the rebuild
2 21 Iowa infrastructure fund to the Iowa
2 22 telecommunications and technology commission for the
2 23 fiscal biennium beginning July 1, 2000, and ending
2 24 June 30, 2002, the following amounts, or so much
2 25 thereof as is necessary, to be used for the purposes
2 26 designated, notwithstanding section 8.57, subsection
2 27 5, paragraph "c":
2 28 For the continued build-out of asynchronous
2 29 transfer mode:
2 30 FY 2000-2001...................................... $ 7,000,000
2 31 FY 2001-2002...................................... $ 7,000,000
2 32 The Iowa telecommunications and technology
2 33 commission is authorized to enter into contracts for
2 34 the costs of carrying out the purpose for which
2 35 appropriations are made in this section, for the
2 36 fiscal years beginning July 1, 2000, and July 1,
2 37 2001."
2 38 #4. By renumbering, redesignating, and correcting
2 39 internal references as necessary.
