1 1 Amend Senate File 2447 as follows:
1 2 #1. Page 4, by inserting after line 10 the
1 3 following:
1 4 "4. With the moneys appropriated for purposes of
1 5 the community attraction and tourism program, the
1 6 board shall approve for funding one project each
1 7 fiscal year from each quadrant of the state that
1 8 otherwise qualifies for financial assistance under the
1 9 program and that includes an innovation which is an
1 10 example of unique community collaboration. The
1 11 projects selected under this subsection shall
1 12 represent joint efforts by multiple taxing
1 13 authorities, all levels of education, family and
1 14 community service providers, and municipal and other
1 15 public organizations offering activities in the
1 16 community, including, but not limited to, the
1 17 performing arts, presentations via technological
1 18 means, and wellness and health-related activities."
1 19 #2. Page 4, line 30, by inserting after the word
1 20 "improve" the following: "the quality of life or".
1 21 #3. Page 4, by striking lines 33 and 34 and
1 22 inserting the following: "or provide additional
1 23 recreational, artistic, cultural, and wellness
1 24 attractions, and tourism opportunities."
1 25 #4. Page 5, line 1, by inserting after the word
1 26 "impact" the following: ", including but not limited
1 27 to attracting additional residents and businesses".
1 28 #5. Page 5, line 3, by inserting after the word
1 29 "applications" the following: "or the ability of the
1 30 projects to serve the region with activities not
1 31 otherwise available".
1 32 #6. Page 5, by inserting after line 8 the
1 33 following:
1 34 " . The extent to which a project would provide
1 35 recreational or cultural attractions or tourism
1 36 opportunities, wellness activities, linkages with
1 37 performing art centers throughout the state, or models
1 38 which other communities could use to expand
1 39 recreational, cultural, or wellness activities.
1 40 . Whether the project supports or is
1 41 strategically aligned with other existing regional or
1 42 statewide cultural, recreational, entertainment, or
1 43 educational activities.
1 44 . The extent to which the project shows
1 45 collaboration between multiple taxing authorities at
1 46 the local level and demonstrates maximum use of local
1 47 tax dollars, public-private partnerships,
1 48 collaboration between all levels of education, and
1 49 innovative use of public services.
1 50 . The extent to which the project utilizes
2 1 technology including, but not limited to, the Iowa
2 2 communications network, the internet, and high-speed
2 3 data networks to share program offerings to the region
2 4 in which the project is located."
2 5 #7. Page 6, line 14, by inserting after the letter
2 6 ""a"." the following: "Of the moneys allocated under
2 7 this paragraph, one million dollars shall be allocated
2 8 each year for a project approved for funding pursuant
2 9 to section 15F.202, subsection 4."
2 10 #8. By renumbering as necessary.
