1 1 Amend Senate File 2435 as follows:
1 2 #1. Page 27, by striking lines 8 through 10 and
1 3 inserting the following: "and human services.
1 4 Notwithstanding section 237A.13, if enacted by 2000
1 5 Iowa Acts, Senate File 2344, if expressly authorized
1 6 by law, based upon the general assembly's
1 7 determination of the availability of the funding
1 8 provided in this Act and other funding appropriated
1 9 for state child care assistance, the department
1 10 shall".
1 11 #2. Page 28, by inserting after line 23 the
1 12 following:
1 13 " . The department shall not implement waiting
1 14 lists for state child care assistance without express
1 15 authorization in law. By January 15, 2001, the
1 16 department shall notify the members of the joint
1 17 appropriations subcommittee on human services and the
1 18 other persons designated by this Act to receive
1 19 reports regarding the expenditures from state
1 20 appropriations, federal temporary assistance for needy
1 21 families block grant appropriations, and other federal
1 22 appropriations for child care assistance. The
1 23 notification shall include analysis of the amount of
1 24 additional expenditures necessary due to use of the
1 25 1998 rate survey to establish reimbursement rates, the
1 26 department's projections as to the extent of the
1 27 expenditures from the appropriations for the remainder
1 28 of the fiscal year, and other information. It is the
1 29 intent of the general assembly to take appropriate
1 30 action as necessary to avoid the establishment of
1 31 waiting lists for state child care assistance during
1 32 the fiscal year."
