PAG LIN 1 1 Amend Senate File 2332 as follows: 1 2 #1. By striking everything after the enacting 1 3 clause, and inserting the following: 1 4 "Section 1. NEW SECTION. 597A.1 FATHERHOOD 1 5 INITIATIVE PURPOSE GOALS. 1 6 1. The purpose of this chapter is to promote the 1 7 recognition of the importance of the participation of 1 8 both parents in the lives of their children. While 1 9 social policy and practice have often focused on the 1 10 difficulties of raising a child in a single-parent 1 11 family and have often created barriers to the 1 12 involvement of both parents in their child's life, the 1 13 purpose of this chapter is to promote a social policy 1 14 and practice that values the contribution that each 1 15 parent brings to the family unit. The purpose of this 1 16 chapter shall be implemented through a fatherhood 1 17 initiative to be directed by the council on 1 18 responsible fatherhood created in section 597A.2. 1 19 2. The goals of the fatherhood initiative are to 1 20 increase the awareness of the problems created when a 1 21 child grows up without the presence of a responsible 1 22 father; identify obstacles that impede or prevent the 1 23 involvement of responsible fathers in the lives of 1 24 their children; identify strategies that are 1 25 successful in overcoming identified obstacles and in 1 26 encouraging responsible fatherhood; and facilitate the 1 27 transition from current policy, perceptions, and 1 28 practices that adversely affect participation of 1 29 fathers in their children's lives to those that 1 30 promote the contributions of responsible fathers. 1 31 3. The fatherhood initiative shall promote 1 32 positive interaction between fathers and their 1 33 children. While emphasis on implementation of the 1 34 program shall be among the population of children 1 35 whose families have received or are receiving public 1 36 assistance, this emphasis shall not be to the 1 37 exclusion of other populations for which the 1 38 initiative is appropriate. 1 39 4. The components of the fatherhood initiative 1 40 shall include but are not limited to all of the 1 41 following: 1 42 a. Promotion of public education concerning the 1 43 financial and emotional responsibilities of 1 44 fatherhood. 1 45 b. Provision of assistance to men in preparation 1 46 for the legal, financial, and emotional 1 47 responsibilities of fatherhood. 1 48 c. Promotion of the establishment of paternity 1 49 upon the birth of a child. 1 50 d. Encouragement of fathers to foster an emotional 2 1 connection to and financial support of their children. 2 2 e. Establishment of support mechanisms for fathers 2 3 in developing and maintaining relationships with their 2 4 children. 2 5 f. Identification and promotion of methods which 2 6 reduce the negative outcomes experienced by children 2 7 affected by divorce, separation, and disputes 2 8 regarding custody and visitation. 2 9 g. Integration of state and local services 2 10 available for families. 2 11 Sec. 2. NEW SECTION. 597A.2 COUNCIL ON 2 12 RESPONSIBLE FATHERHOOD CREATED DUTIES. 2 13 1. A council on responsible fatherhood is created 2 14 to carry out the purposes, goals, and components of 2 15 the fatherhood initiative described in section 597A.2. 2 16 2. The council membership shall consist of twenty- 2 17 one members, appointed by and serving at the pleasure 2 18 of the governor, subject to confirmation by the 2 19 senate. Members shall be appointed on the basis of 2 20 interest and expertise in the areas of children and 2 21 families. Additionally, the membership shall include 2 22 four members of the general assembly, as ex officio, 2 23 nonvoting members. The legislative members shall be 2 24 appointed by the majority leader of the senate, after 2 25 consultation with the president of the senate and the 2 26 minority leader of the senate, and by the speaker of 2 27 the house, after consultation with the majority leader 2 28 and the minority leader of the house of 2 29 representatives. Appointments shall comply with 2 30 sections 69.16 and 69.16A. The governor shall appoint 2 31 the chairperson of the council. A majority of the 2 32 appointed members of the council constitutes a quorum. 2 33 The department of human services shall provide staff 2 34 support to the council. Nonlegislative members shall 2 35 receive actual expenses incurred while serving in 2 36 their official capacity and may also be eligible to 2 37 receive compensation as provided in section 7E.6. 2 38 Legislative members shall receive compensation 2 39 pursuant to section 2.12. 2 40 3. The council shall do all of the following 2 41 guided by the purpose and goals specified in this 2 42 chapter: 2 43 a. Develop a comprehensive plan to promote 2 44 positive involvement between fathers and their 2 45 children. 2 46 b. Evaluate state programs, government policies, 2 47 and community initiatives related to fatherhood and 2 48 make recommendations for improvement. 2 49 c. Convene a statewide symposium to provide a 2 50 mechanism for the discussion and resolution of issues 3 1 related to responsible fatherhood and the importance 3 2 of the participation of both parents in the lives of 3 3 their children. 3 4 d. Develop criteria for and issue requests for 3 5 proposals to provide grants for responsible fatherhood 3 6 projects, as approved by the council. 3 7 4. The council may receive grants, contributions, 3 8 and other funds which may be available for projects 3 9 and activities related to responsible fatherhood. 3 10 5. The council shall submit a report, annually, on 3 11 or before January 1, to the governor and the general 3 12 assembly, regarding its findings and recommendations. 3 13 Sec. 3. This Act is repealed, effective February 3 14 1, 2004. 3 15 Sec. 4. EFFECTIVE DATE. This Act, being deemed of 3 16 immediate importance, takes effect upon enactment." 3 17 #2.
