PAG LIN 1 1 Amend Senate File 2051 as follows: 1 2 #1. Page 1, by inserting before line 1 the 1 3 following: 1 4 "Section 1. Section 24.9, unnumbered paragraph 2, 1 5 Code 1999, is amended to read as follows: 1 6 For any other municipality such publication shall 1 7 be in a newspaper published therein, if any, if not, 1 8 then in a newspaper of general circulation therein. 1 9 However, in lieu of newspaper publication, a school 1 10 district operated pursuant to chapter 279 may 1 11 disseminate the budget estimates to the public by 1 12 electronic means or a newsletter if the electronic 1 13 means or newsletter is designated as a means of 1 14 official publication as provided in section 279.36. 1 15 Sec. . Section 73A.2, Code 1999, is amended to 1 16 read as follows: 1 17 73A.2 NOTICE OF HEARING. 1 18 Before any municipality shall enter into any 1 19 contract for any public improvement to cost twenty- 1 20 five thousand dollars or more, the governing body 1 21 proposing to make the contract shall adopt proposed 1 22 plans and specifications and proposed form of 1 23 contract, fix a time and place for hearing at the 1 24 municipality affected or other nearby convenient 1 25 place, and give notice by publication in at least one 1 26 newspaper of general circulation in the municipality 1 27 at least ten days before the hearing. In lieu of 1 28 newspaper publication, a school district operated 1 29 pursuant to chapter 279 may disseminate its notice 1 30 under this section using electronic means, such as the 1 31 internet or public access television, or using a 1 32 school district newsletter, if the electronic means or 1 33 newsletter has been designated as a means of official 1 34 publication by rule of the board of directors. 1 35 Sec. . Section 279.36, unnumbered paragraph 1, 1 36 Code 1999, is amended to read as follows: 1 37 The requirements of section 279.35 are satisfied by 1 38 publication in at least one newspaper published in the 1 39 district or, if there is none, in at least one 1 40 newspaper having general circulation within the 1 41 district. However, in lieu of newspaper publication, 1 42 a school district may disseminate its notices, 1 43 actions, proceedings, schedule of bills, and 1 44 information using electronic means, such as the 1 45 internet or public access television, or using a 1 46 district newsletter, if the electronic means, or 1 47 newsletter has been designated as a means of official 1 48 publication by rule of the board of directors." 1 49 #2.
