  1  1    Amend House File 772, as amended, passed, and
  1  2 reprinted by the House, as follows:
  1  3    #1.  Page 3, by striking lines 26 and 27 and
  1  4 inserting the following:  "assistance fund created in
  1  5 section 15E.175:"
  1  6    #2.  Page 3, by inserting after line 29 the
  1  7 following:
  1  8    "a.  Of the amount appropriated in this subsection
  1  9 for each fiscal year, up to $5,000,000 may be used for
  1 10 purposes of the physical infrastructure assistance
  1 11 program.  The department shall maximize these moneys,
  1 12 to the extent possible, for physical infrastructure
  1 13 assistance program projects which meet the definition
  1 14 of "vertical infrastructure", or for projects which
  1 15 facilitate the creation of "vertical infrastructure"
  1 16 projects.  The department shall report to the general
  1 17 assembly by June 30 of each fiscal year for which
  1 18 funds are appropriated in this subsection regarding
  1 19 the amount of such funds used for "vertical
  1 20 infrastructure" projects and the amount of such funds
  1 21 used for projects which facilitate the creation of
  1 22 "vertical infrastructure"."
  1 23    #3.  Page 3, line 30, by inserting before the words
  1 24 "Of the" the following:  "b."
  1 25    #4.  Page 3, by striking lines 31 through 34 and
  1 26 inserting the following:  "fiscal year, $7,500,000
  1 27 shall be used by the department for accelerated career
  1 28 education program capital projects at community
  1 29 colleges which are authorized under chapter 260G, if
  1 30 enacted by 1999 Iowa Acts, Senate File 465, and which
  1 31 meet the definition of "vertical infrastructure" in
  1 32 section 8.57, subsection 5, paragraph "c"."
  1 33    #5.  By striking page 3, line 35, through page 4,
  1 34 line 3, and inserting the following:  "Of these
  1 35 amounts, $3,000,000 in each fiscal year shall be
  1 36 allocated equally among the community colleges in the
  1 37 state, to be used for such projects which meet all of
  1 38 the requirements in chapter 260G, if enacted by 1999
  1 39 Iowa Acts, Senate File 465.  If any portion of the
  1 40 equal allocation to a community college is not
  1 41 obligated or encumbered by April 1 of the fiscal year
  1 42 for which the allocation is made, the unobligated and
  1 43 unencumbered portions shall be available for use by
  1 44 other community colleges.
  1 45    If 1999 Iowa Acts, Senate File 465, is enacted, the
  1 46 department shall adopt rules regarding development and
  1 47 funding of accelerated career education program
  1 48 capital projects.  The rules shall provide for
  1 49 prioritization of funding for those projects which do
  1 50 all of the following:"

  2  2 and inserting the following:  "(1)".
  2  3    #7.  Page 4, line 6, by striking the letter "b."
  2  4 and inserting the following:  "(2)".
  2  5    #8.  Page 4, by striking lines 10 and 11 and
  2  6 inserting the following:
  2  7    "(3)  Provide evidence of local public or private
  2  8 contributions which meet the requirements of chapter
  2  9 260G, if enacted by 1999 Iowa Acts, Senate File 465."
  2 10    #9.  Page 4, line 12, by striking the letter "d."
  2 11 and inserting the following:  "(4)".
  2 12    #10.  Page 4, by striking lines 14 through 19.
  2 13    #11.  By renumbering and correcting internal
  2 14 references as necessary.
