1 5 #2. Page 67, by inserting after line 5, the
1 6 following:
1 7 "b. In considering the options for the use of
1 8 tobacco settlement moneys, the task force shall review
1 9 the recommendations of the cigarette and tobacco
1 10 products control advisory committee created in
1 11 paragraph "c".
1 12 c. A cigarette and tobacco products control
1 13 advisory committee is created, consisting of the
1 14 following members:
1 15 (1) One representative of the Iowa department of
1 16 public health, designated by that department.
1 17 (2) One representative of the department of
1 18 justice, designated by that department.
1 19 (3) One representative of the department of
1 20 management, designated by that department.
1 21 (4) One representative of the governor's office,
1 22 designated by the governor.
1 23 (5) One representative of substance abuse
1 24 treatment and prevention programs, designated by the
1 25 administrator of the division of substance abuse of
1 26 the Iowa department of public health.
1 27 (6) One person who is recovering from chemical
1 28 dependency, designated by the director of public
1 29 health.
1 30 (7) Two senators and two members of the house of
1 31 representatives, equally representing both political
1 32 parties, designated by the legislative council.
1 33 (8) Three members of the public who represent
1 34 organizations that have as their primary purpose the
1 35 reduction of the human, social, or economic damage
1 36 resulting from the use of cigarettes and tobacco
1 37 products, designated by the governor.
1 38 The director of public health shall convene the
1 39 advisory committee and the Iowa department of public
1 40 health shall provide support staff to the advisory
1 41 committee. The duties of the advisory committee shall
1 42 include recommending options for the use of tobacco
1 43 settlement moneys. The advisory committee may receive
1 44 funding from grants, donations, and other
1 45 contributions. The advisory committee shall submit a
1 46 report of its recommendations to the task force, the
1 47 governor, and the general assembly by November 30,
1 48 1999."
