  1  1    Amend House File 172 as passed by the House, as
  1  2 follows:
  1  3    #1.  Page 2, by inserting after line 31, the
  1  4 following:
  1  5    "Sec.    .  NEW SECTION.  600.14A  FINALITY OF
  1  6 ADOPTION DECREE.
  1  7    1.  After the expiration of thirty days following
  1  8 the entry of the final adoption decree, the final
  1  9 adoption decree shall not be attacked by reason of any
  1 10 jurisdictional or procedural defect, fraud, duress, or
  1 11 misrepresentation, and any such defect shall be deemed
  1 12 cured.  This subsection shall not apply to section
  1 13 600A.9, subsection 3.
  1 14    2.  If a final adoption decree is attacked on any
  1 15 basis at any time, the paramount consideration of the
  1 16 court shall be the best interest of the child, and the
  1 17 court shall sustain the final adoption decree unless
  1 18 the court is presented with clear and convincing
  1 19 evidence that the adoption is not in the best interest
  1 20 of the child."
