  1  5    "Sec.    .  EFFECTIVE DATE.  This Act, being deemed
  1  6 of immediate importance, takes effect upon
  1  7 enactment.""
  1  8    #2.  Page 5, by striking line 44 and inserting the
  1  9 following:   "and an effective date.""
