  1  1    Amend House File 476, as amended, passed, and
  1  2 reprinted by the House, as follows:
  1  3    #1.  Page 10, by inserting after line 2 the
  1  4 following:
  1  5    "Sec.    .  Section 6B.21, Code 1999, is amended to
  1  6 read as follows:
  1  7    6B.21  APPEALS – HOW DOCKETED AND TRIED.
  1  8    The appeal shall be docketed in the name of the
  1  9 person appealing and all other interested parties to
  1 10 the action shall be defendants.  In the event the
  1 11 condemner and the condemnee appeal, the appeal shall
  1 12 be docketed in the name of the appellant which filed
  1 13 the application for condemnation and all other parties
  1 14 to the action shall be defendants.  The appeal shall
  1 15 be tried as in an action by ordinary proceedings.  The
  1 16 appraisement of damages by the compensation commission
  1 17 is admissible in the action."
  1 18    #2.  Page 24, by inserting after line 3 the
  1 19 following:
  1 20    "Sec.    .  Section 543D.3, unnumbered paragraph 2,
  1 21 Code 1999, is amended to read as follows:
  1 22    A person who is not a certified real estate
  1 23 appraiser under this chapter may appraise real estate
  1 24 for compensation if certification is not required by
  1 25 this chapter or by federal or state law, rule, or
  1 26 policy.  However, an employee of the state department
  1 27 of transportation whose duties include appraisals of
  1 28 property pursuant to chapter 6B must be a certified
  1 29 real estate appraiser under this chapter.
  1 30    Sec.    .  Section 543D.5, subsection 2, paragraph
  1 31 a, Code 1999, is amended to read as follows:
  1 32    a.  Require compliance with federal law and
  1 33 appraisal standards adopted by federal authorities as
  1 34 they apply to federally covered transactions.  This
  1 35 paragraph does not require that an appraiser invoke a
  1 36 jurisdictional exception to the uniform standards of
  1 37 professional appraisal practice in order to comply
  1 38 with federal law and appraisal standards adopted by
  1 39 federal authorities as they apply to federally covered
  1 40 transactions, unless federal law requires that the
  1 41 exception be invoked."
