PAG LIN 1 1 Amend House File 218, as amended, passed, and 1 2 reprinted by the House, as follows: 1 3 #1. Page 2, by striking lines 12 through 26 and 1 4 inserting the following: 1 5 "1. A loess hills alliance is created. The 1 6 alliance shall carry out its powers and duties under 1 7 the general direction of the loess hills development 1 8 and conservation authority. The alliance shall 1 9 encompass the geographic region including the counties 1 10 of Plymouth, Woodbury, Monona, Harrison, 1 11 Pottawattamie, Mills, and Fremont. Membership and 1 12 participation in projects of the alliance is not 1 13 required. The alliance shall be governed by a board 1 14 of directors including the following voting 1 15 membership: 1 16 a. Three members appointed by the board of 1 17 supervisors of each county participating in the 1 18 alliance with at least one of the appointees being a 1 19 member of the board of supervisors. 1 20 b. Seven additional voting members who shall be 1 21 persons with experience in the fields of environmental 1 22 affairs, conservation, finance, development, tourism, 1 23 or related fields. The seven members shall be 1 24 appointed by the members appointed pursuant to 1 25 paragraph "a" for a term of three years. However, of 1 26 the initial appointees, two directors shall be 1 27 appointed to a one-year term and two directors shall 1 28 be appointed to a two-year term. Thereafter, all 1 29 appointments shall be for a three-year term. 1 30 2. The administrator of the soil conservation 1 31 division of the department of agriculture and land 1 32 stewardship, a staff coordinator or director of the 1 33 councils of governments serving the counties 1 34 participating in the alliance, the director of the 1 35 department of economic development, the cooperative 1 36 extension administrator of the Iowa state university 1 37 extension service, the director of the department of 1 38 natural resources, the director of transportation, the 1 39 director of the department of cultural affairs, and a 1 40 staff coordinator of the golden hills resource 1 41 conservation and development agency or the Sioux river 1 42 resource conservation and development agency may 1 43 voluntarily serve as nonvoting members of the board of 1 44 directors. A director or administrator specifically 1 45 identified in this subsection may be represented by a 1 46 designee. The voting members of the board of 1 47 directors shall select the staff persons to represent 1 48 the councils of governments and the resource 1 49 conservation and development agencies. 1 50 3. Each voting member of the board of directors 2 1 who is appointed by the board of supervisors of a 2 2 participating county shall be appointed to a three- 2 3 year term and shall hold office until a successor is 2 4 appointed. However, of the initial appointees, each 2 5 participating board of supervisors shall appoint one 2 6 director to a one-year term and one director to a two- 2 7 year term. Thereafter, all appointments shall be for 2 8 three years. A vacancy shall be filled by the 2 9 appointing authority for the unexpired portion of the 2 10 term. A member shall serve without compensation, but 2 11 a member may be reimbursed for actual expenses 2 12 incurred while performing the duties of office by the 2 13 governmental agency or private organization which the 2 14 member represents." 2 15 2 16 2 17 2 18 STEVEN D.
