PAG LIN 1 1 Section 1. Section 135.25, Code 1999, is amended to read 1 2 as follows: 1 3 135.25 EMERGENCY MEDICAL SERVICES FUND. 1 4 An emergency medical services fund is created in the state 1 5 treasury under the control of the department. The fund 1 6 includes, but is not limited to, amounts appropriated by the 1 7 general assembly, and other moneys available from federal or 1 8 private sources which are to be used for purposes of this 1 9 section. Funds remaining in the fund at the end of each 1 10 fiscal year shall not revert to the general fund of the state 1 11 but shall remain in the emergency medical services fund, 1 12 notwithstanding section 8.33. The fund is established to 1 13 assist counties by matching, on a dollar-for-dollar basis, 1 14 moneys spent by a county for the acquisition of equipment for 1 15 the provision of emergency medical services and by providing 1 16 grants to counties for education and training in the delivery 1 17 of emergency medical services, as provided in this section and 1 18 section 422D.6. A county seeking matching funds under this 1 19 section shall apply to the emergency medical services division 1 20 of the department. The department shall adopt rules 1 21 concerning the application and awarding process for the 1 22 matching funds and the criteria for the allocation of moneys 1 23 in the fund if the moneys are insufficient to meet the 1 24 emergency medical services needs of the counties. Moneys 1 25 allocated by the department to a county for emergency medical 1 26 service purposes may be used for equipment or training and 1 27 education as determined by the board of supervisors pursuant 1 28 to section 422D.6. 1 29 Sec. 2. Section 556F.6, Code 1999, is amended to read as 1 30 follows: 1 31 556F.6 LOST GOODS OR MONEY. 1 32 If any person shall find any lost goods, money, bank notes, 1 33 or other things of any descriptionwhatever, of the value of 1 34fivetwenty dollars and over,suchthe person shall inform the 1 35 ownerthereofof the goods or financial instruments, if known, 2 1 and make restitutionthereof. 2 2 Sec. 3. Section 556F.7, Code 1999, is amended to read as 2 3 follows: 2 4 556F.7 WHEN OWNER UNKNOWN. 2 5 If the owner is unknown, the finder shall, within five days 2 6 after finding the property, take the money, bank notes, and a 2 7 description of any other propertybeforeto the countyauditor2 8 sheriff of the countywhereor the chief of police of the city 2 9 in which the property was found, and provide an affidavit 2 10 describing the property, the time when and place where the 2 11 property was found, and attesting that no alteration has been 2 12 made in the appearance of the property since the finding. The 2 13 sheriff or chief of police shall send a copy of the affidavit 2 14 to the county auditor who shall enter a description of the 2 15 property and the valuethereofof the property, as nearly as 2 16 the auditor can determine it, in the auditor's lost property 2 17 book, together with the copy of the affidavit of the finder. 2 18 Sec. 4. Section 556F.8, Code 1999, is amended to read as 2 19 follows: 2 20 556F.8 ADVERTISEMENT. 2 21 The finder ofsuchthe lost goods, money, bank notes, or 2 22 other things, shallforthwithgive written notice of the 2 23 finding ofsuchthe property.SuchThe notice shall contain 2 24 an accurate description of the property and a statement as to 2 25 the time when and place where the same was found, and the 2 26 post-office address of the finder.SaidThe notice shall: 2 27 1. Be posted at the door of the courthouse in the county 2 28 in which the property was found or at the city hall or police 2 29 station if found within a city and inthreeone other of the 2 30 most public places in thesaidcounty; and 2 31 2.In caseIf the property foundshall exceed tenexceeds 2 32 forty dollars in value, the notice shall be published once 2 33 each week for three consecutive weeks in some newspaper 2 34 published in and having general circulation insaidthe 2 35 county. 3 1 EXPLANATION 3 2 This bill provides that funding allocated by the department 3 3 of public health to a county for emergency medical service 3 4 purposes may be used for emergency medical service equipment 3 5 or training and education as determined by the board of 3 6 supervisors. 3 7 The bill also amends provisions of Code chapter 556F 3 8 relating to the disposition of lost goods, financial 3 9 instruments, and other things of value. The bill increases 3 10 the total value of lost goods and moneys from $5 to $20 which 3 11 requires a finder to search for the owner, if known, and make 3 12 restitution. If the owner is unknown, the bill provides that 3 13 the finder shall take the money and description of other 3 14 property to the county sheriff or the chief of police of the 3 15 county where the property was found, and provide an affidavit 3 16 of the property and circumstances of the finding to the 3 17 sheriff or chief of police. A copy of the affidavit is sent 3 18 to the county auditor for recording in the auditor's lost 3 19 property book. Under current law, the county auditor receives 3 20 the affidavit directly from the finder. 3 21 The finder is also required to advertise the finding and 3 22 the finder's address by posting at the courthouse or at the 3 23 city hall or police station and at one other of the most 3 24 public places in the county. Current law requires posting at 3 25 the door of the courthouse and at three other of the most 3 26 public places in the county. However, if the value of the 3 27 finding exceeds $40, an advertisement must be published once 3 28 each week for three consecutive weeks in a newspaper having 3 29 general circulation in the county.
