  1  1    Section 1.  Section 172A.6, unnumbered paragraph 1, Code
  1  2 1999, is amended to read as follows:
  1  3    The license and financial responsibility provisions of this
  1  4 chapter shall do not apply to any a person who is licensed as
  1  5 provided in chapter 137F or 172 and who purchases livestock
  1  6 for slaughter valued at less than an average daily value of
  1  7 two thousand five hundred dollars during any period of the
  1  8 preceding twelve months or such part thereof as the person was
  1  9 purchasing livestock.  Said licensees are made subject to this
  1 10 A person licensed under that chapter as to the is subject to
  1 11 other provisions of this chapter, including the regulatory and
  1 12 penal provisions hereof of this chapter.  All other provisions
  1 13 of this chapter shall apply to said dealers or brokers.
  1 14    Sec. 2.  Chapter 172, Code 1999, is repealed.  
  1 15                           EXPLANATION
  1 16    This bill repeals Code chapter 172, which provides for the
  1 17 regulation of frozen food locker plants by the department of
  1 18 agriculture and land stewardship.  The repealed Code chapter
  1 19 provides for licensing operators and collecting a license fee,
  1 20 examining plants, prohibiting the storage of impure food or
  1 21 goods not intended for human consumption, and requiring that
  1 22 the temperature of lockers remain at or below 10 degrees
  1 23 Fahrenheit.  The bill amends Code section 172A.6, which refers
  1 24 to the repealed Code chapter, by striking the reference and
  1 25 making stylistic changes to enhance the Code section's
  1 26 readability.
