  1  1    Section 1.  Section 272.7, unnumbered paragraph 1, Code
  1  2 1999, is amended to read as follows:
  1  3    A license issued under board authority is valid for the
  1  4 period of time for which it is issued, unless the license is
  1  5 suspended or revoked.  A license issued by the board is valid
  1  6 until August 31 of the last day of the practitioner's birth
  1  7 month in the year in which the license expires.  No permanent
  1  8 licenses shall be issued.  A person employed as a practitioner
  1  9 shall hold a valid license with an endorsement for the type of
  1 10 service for which the person is employed.  This section does
  1 11 not limit the duties or powers of a school board to select or
  1 12 discharge practitioners or to terminate practitioners'
  1 13 contracts.  A professional development program, except for a
  1 14 program offered by a practitioner preparation institution or
  1 15 area education agency and approved by the state board of
  1 16 education, must possess a valid license for the types of
  1 17 programs offered.
  1 18    Sec. 2.  EMERGENCY RULES.  The board of educational
  1 19 examiners may adopt emergency rules to implement the
  1 20 provisions of section 272.7, unnumbered paragraph 1, as
  1 21 enacted by this Act.  
  1 22                           EXPLANATION
  1 23    This bill provides that a license issued by the board of
  1 24 educational examiners expires on the last day of the
  1 25 practitioner's birth month in the year in which the license
  1 26 expires.  Currently, under the Code, a license issued by the
  1 27 board expires on August 31 of the year in which the license
  1 28 expires.
