PAG LIN 1 1 Section 1. Section 135.107, subsection 3, unnumbered 1 2 paragraph 1, Code 1999, is amended to read as follows: 1 3 The center for rural health and primary care shall 1 4 establish a primary care provider recruitment and retention 1 5 endeavor, to be known as PRIMECARRE. The endeavor shall 1 6 include a community grant program, a primary care provider 1 7 loan repayment program, and a primary care provider community 1 8 scholarship program, and the establishment of area health1 9education centers. The endeavor shall be developed and 1 10 implemented in a manner to promote and accommodate local 1 11 creativity in efforts to recruit and retain health care 1 12 professionals to provide services in the locality. The focus 1 13 of the endeavor shall be to promote and assist local efforts 1 14 in developing health care provider recruitment and retention 1 15 programs. Eligibility under any of the programs established 1 16 under the primary care provider recruitment and retention 1 17 endeavor shall be based upon a community health services 1 18 assessment completed under subsection 2, paragraph "a". A 1 19 community or region, as applicable, shall submit a letter of 1 20 intent to conduct a community health services assessment and 1 21 to apply for assistance under this subsection. The letter 1 22 shall be in a form and contain information as determined by 1 23 the center. A letter of intent shall be submitted to the 1 24 center by January 1 preceding the fiscal year for which an 1 25 application for assistance is to be made. Assistance under 1 26 this subsection shall not be granted until such time as the 1 27 community or region making application has completed the 1 28 community health services assessment and adopted a long-term 1 29 community health services assessment and developmental plan. 1 30 In addition to any other requirements, a developmental plan 1 31 shall include a clear commitment to informing high school 1 32 students of the health care opportunities which may be 1 33 available to such students. 1 34 Sec. 2. Section 135.107, subsection 3, paragraph d, Code 1 35 1999, is amended by striking the paragraph. 2 1 Sec. 3. Section 135.107, subsection 4, Code 1999, is 2 2 amended by striking the subsection. 2 3 Sec. 4. Section 144.29A, subsection 1, unnumbered 2 4 paragraph 1, Code 1999, is amended to read as follows: 2 5 A health care provider whoinitially identifies and2 6diagnoses a spontaneous termination of pregnancy or who2 7 induces a termination of pregnancy shall file with the 2 8 department a report for each termination within thirty days of 2 9 the occurrence. The health care provider shall make a good 2 10 faith effort to obtain all of the following information that 2 11 is available with respect to each termination: 2 12 Sec. 5. Section 144.29A, subsection 9, Code 1999, is 2 13 amended by striking the subsection. 2 14 Sec. 6. Section 147.5, Code 1999, is amended to read as 2 15 follows: 2 16 147.5 FORM. 2 17 Every license to practice a profession shall be in the form 2 18 of a certificate under the seal of the department, signed by 2 19 the director of public health. Such license shall be issued 2 20 in the name of the examining board which conducts examinations 2 21 for that particular profession.The number of the book and2 22page containing the entry of said license in the office of the2 23department shall be noted on the face of the license.2 24 Sec. 7. Section 147.40, Code 1999, is amended to read as 2 25 follows: 2 26 147.40 CERTIFICATION OF APPLICANTS. 2 27 Every examination shall be passed upon in accordance with 2 28 the established rules of the examining board and shall be 2 29 satisfactory to at least a majority of the professional 2 30 members of the board. In the case of the board of dental 2 31 examiners, only licensed dentist members of the board shall 2 32 determine whether an applicant has passed the examination to 2 33 practice as a licensed dentist. After each examination, the 2 34 examining board shall certify the names of the successful 2 35 applicants to the department in the manner prescribed by it. 3 1 The department shall then issue the proper licenseand make3 2the required entry in the registry book. 3 3 Sec. 8. Section 152.7, unnumbered paragraph 2, Code 1999, 3 4 is amended by striking the unnumbered paragraph. 3 5 Sec. 9. Section 135.19, Code 1999, is repealed. 3 6 EXPLANATION 3 7 This bill amends portions of the Code relating to duties 3 8 and programs under the purview of the department of public 3 9 health (IDPH). 3 10 The bill amends Code section 135.107, subsection 3, 3 11 paragraph "d", by striking the paragraph. The paragraph 3 12 required the IDPH to develop and establish area health 3 13 education centers in cooperation with several other entities. 3 14 The bill amends Code section 135.107, subsection 4, by 3 15 striking the subsection. The subsection directed the director 3 16 of public health to establish a primary care collaborative 3 17 work group. 3 18 The bill amends Code section 144.29A by eliminating the 3 19 requirement that health care providers report spontaneous 3 20 terminations of pregnancy (miscarriages) as part of the 3 21 termination of pregnancy reporting system. 3 22 The bill amends Code section 147.5 and Code section 147.40 3 23 to eliminate the requirement that health care profession 3 24 licensing boards maintain a handwritten registry book and 3 25 identify on every license issued, the entry into the registry 3 26 book of such license. 3 27 The bill amends Code section 152.7 by eliminating language 3 28 which provided a means for students who were enrolled in a 3 29 course of study for registered nurses on June 30, 1995, and 3 30 thereby impacted by changes in the law made in 1995, to apply 3 31 that education to a license as a practical nurse. 3 32 The bill repeals Code section 135.19 thereby eliminating 3 33 the requirement that the department of agriculture and land 3 34 stewardship and the board of pharmacy examiners collect and 3 35 deliver samples of venereal disease prophylactics to the IDPH. 4 1 LSB 5319DP 78 4 2 pf/as/5.1
