1 1 Section 1. The following amendment to the Constitution of
1 2 the State of Iowa is proposed:
1 3 Section 2 of Article IV of the Constitution of the State of
1 4 Iowa, as amended by amendment number 1 of the Amendments of
1 5 1972 and amendment number 1 of the Amendments of 1988, is
1 6 repealed and the following adopted in lieu thereof:
1 7 ELECTION AND TERM. SEC. 2. The Governor and Lieutenant
1 8 Governor shall be elected by the qualified electors at the
1 9 time and place of voting for members of the General Assembly.
1 10 Each of them shall hold office for four years from the time of
1 11 installation in office and until a successor is elected and
1 12 qualifies. A person shall not be elected to the office of
1 13 Governor more than twice. A person shall not be elected to
1 14 the office of Lieutenant Governor more than twice. If a
1 15 person succeeds or is elected or appointed to serve a portion
1 16 of a term to which some other person was elected or appointed
1 17 but that person died in office or resigned from office or was
1 18 otherwise removed from office, that succession or election or
1 19 appointment to a portion of a term shall not be considered
1 20 when applying this limitation. This limitation on service
1 21 shall only apply to terms of office beginning on or after
1 22 January 1, 2003.
1 23 Sec. 2. The foregoing amendment to the Constitution of the
1 24 State of Iowa is referred to the General Assembly to be chosen
1 25 at the next general election for members of the General
1 26 Assembly and the Secretary of State is directed to cause the
1 27 same to be published for three consecutive months previous to
1 28 the date of that election as provided by law.
1 29 EXPLANATION
1 30 This joint resolution proposes an amendment to the
1 31 Constitution of the State of Iowa to provide that persons
1 32 elected to the office of governor and lieutenant governor are
1 33 limited to two terms in the same office. If a person serves a
1 34 portion of a term to which some other person was elected or
1 35 appointed, the partial term shall not be included in the
2 1 limitation. The limitation on service shall only apply to
2 2 terms of office beginning on or after January 1, 2003.
2 3 The resolution, if adopted, would be referred to the next
2 4 general assembly before being submitted to the electorate for
2 5 ratification.
