PAG LIN 1 1 Section 1. Section 465C.1, Code 1999, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 8. "Wild place" means a natural area 1 4 including, but not limited to, a prairie, forest, wetland, or 1 5 natural open space. 1 6 Sec. 2. Section 465C.8, subsections 5, 8, and 12, Code 1 7 1999, are amended to read as follows: 1 8 5. To recommend dedication as preserves, areas owned by 1 9 other public agencies, private groups, and individuals, and to 1 10 approve designation of private lands as registered or 1 11 protected wild places. 1 12 8. To promote the establishment and protection of, and 1 13 advise in the management of, wild parks, private wild places, 1 14 and other areas of educational or scientific value and 1 15 otherwise foster and aid in the preservation of natural 1 16 conditions elsewhere than in preserves. 1 17 12. To prepare and recommend a budget, for inclusion as a 1 18 line item money request in the departmental budget, for 1 19 appropriation from thestategeneral fund of the state or 1 20 other special funds to carry out the programs and activities 1 21 of the board. 1 22 Sec. 3. Section 465C.8, Code 1999, is amended by adding 1 23 the following new subsection: 1 24 NEW SUBSECTION. 13. To establish and administer, in 1 25 cooperation with the department, a program of financial 1 26 incentives, including the purchase of conservation easements 1 27 or reimbursement for property taxes, and other benefits for 1 28 private landowners participating in the wild places program 1 29 and the preserves program. 1 30 EXPLANATION 1 31 This bill authorizes the state advisory board for 1 32 preserves, in cooperation with the department of natural 1 33 resources, to establish a wild places program. Under the 1 34 program, private owners of prairies, forests, wetlands, or 1 35 other natural open spaces may have their land designated as a 2 1 registered wild place or a protected wild place, subject to 2 2 approval of the advisory board and the department. If the 2 3 wild place receives a protected status, the owner may be 2 4 eligible for a property tax reimbursement, payment for a 2 5 conservation easement, or other benefits offered by the state 2 6 advisory board. 2 7 LSB 5291DP 78 2 8 tj/cls/14
