PAG LIN 1 1 Section 1. NEW SECTION. 159.25 ALLIANCE PROGRAMS. 1 2 1. As used in this section: 1 3 a. "Authority" means the agricultural development 1 4 authority established pursuant to section 175.3. 1 5 b. "Beginning farmer" means a person who qualifies for a 1 6 beginning farmer loan as provided in section 175.12. 1 7 c. "Conservation reserve program" means the federal 1 8 environmental conservation acreage reserve program established 1 9 pursuant to 16 U.S.C. ch 58, subc. IV, pt. I. 1 10 d. "Organic agricultural product" means the same as 1 11 defined in section 190C.1. 1 12 e. "Organic standards board" means the organic standards 1 13 board established pursuant to section 190C.2. 1 14 f. "Small processor" means a small business as defined in 1 15 section 15.102, which is a processor as defined in section 1 16 190C.1. 1 17 2. The department, in conjunction with the agricultural 1 18 development authority, may establish an alliance program with 1 19 beginning farmers engaged in livestock production and small 1 20 processors engaged in slaughtering livestock, processing 1 21 carcasses, and storing meat products derived from the 1 22 carcasses. The purpose of the program is to encourage the 1 23 marketing and direct sale of meat products to consumers 1 24 residing in the community where the livestock are raised and 1 25 the meat products are processed. 1 26 a. In administering the program, the department shall 1 27 facilitate arrangements or agreements between beginning farmer 1 28 livestock producers and between beginning farmer livestock 1 29 producers and a small processor, located within the same 1 30 community. The department shall educate beginning farmer 1 31 livestock producers and small processors regarding the 1 32 development of local markets and the establishment of ventures 1 33 organized on a cooperative basis in order to provide for the 1 34 sale of meat products to consumers in the community. 1 35 b. The department may administer the program in 2 1 cooperation with all of the following: 2 2 (1) The Iowa cooperative extension service in agriculture 2 3 and home economics. 2 4 (2) Iowa state university of science and technology's 2 5 administration of the livestock producers assistance program 2 6 as provided in section 266.39D. 2 7 (3) Organizations or associations of farmers or livestock 2 8 producers. 2 9 3. The department, in consultation with the organic 2 10 standards board, may establish an alliance program between 2 11 beginning farmers or between beginning farmers and small 2 12 processors for the production and marketing of organic 2 13 agricultural products originating on land that has been 2 14 previously enrolled in the conservation reserve program. 2 15 a. In administering the program, the department shall 2 16 facilitate arrangements or agreements between beginning 2 17 farmers and between beginning farmers and small processors. 2 18 The department shall educate beginning farmers and small 2 19 processors regarding the development of local markets and the 2 20 establishment of ventures organized on a cooperative basis in 2 21 order to provide for the sale of organic agricultural products 2 22 to consumers in the community. 2 23 b. The department may administer the program in 2 24 cooperation with all of the following: 2 25 (1) The Iowa cooperative extension service in agriculture 2 26 and home economics. 2 27 (2) Organizations or associations of farmers involved in 2 28 organic agricultural livestock production. 2 29 4. The department shall administer the alliance programs 2 30 provided in this section only to the extent that moneys are 2 31 available to support the administration. The department may 2 32 accept moneys from private or public sources as is necessary 2 33 to carry out the purposes of this section. The moneys shall 2 34 be used as directed by the department. 2 35 EXPLANATION 3 1 This bill provides for the establishment of alliance 3 2 programs to assist beginning farmers, including programs to 3 3 assist livestock producers and farmers enrolled in the federal 3 4 conservation reserve program. 3 5 The bill provides that the department, in conjunction with 3 6 the agricultural development authority, may establish an 3 7 alliance program with beginning farmers engaged in livestock 3 8 production and small processors engaged in slaughtering 3 9 livestock, processing carcasses, and storing meat products 3 10 derived from the carcasses. The bill also provides that the 3 11 department, in consultation with the organic standards board, 3 12 may establish an alliance program between beginning farmers or 3 13 between beginning farmers and small processors for the 3 14 production and marketing of organic agricultural products 3 15 originating on land that has been previously enrolled in the 3 16 conservation reserve program. 3 17 The purpose of these programs is to encourage farmers to 3 18 develop local markets for products. In administering the 3 19 programs, the department must facilitate arrangements or 3 20 agreements between the farmers or the farmers and small 3 21 processors, and provide education regarding the development of 3 22 local markets and the establishment of ventures organized on a 3 23 cooperative basis. The department may cooperate with 3 24 interested agencies and organizations, and may accept public 3 25 or private moneys in order to carry out the purposes of the 3 26 bill. 3 27 LSB 5157XD 78 3 28 da/as/5
