PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. ___ 1 2 BY (PROPOSED COMMITTEE ON ENVIRONMENTAL PROTECTION 1 3 RESOLUTION BY CHAIRPERSON HAHN) 1 4 A Concurrent Resolution urging the United States 1 5 Environmental Protection Agency to take specific 1 6 actions relating to gasoline sulfur levels and 1 7 regulation of vehicle emissions. 1 8 WHEREAS, the United States Environmental Protection Agency 1 9 believes that sulfur reductions in gasoline are necessary to 1 10 maximize emission reductions from motor vehicles; and 1 11 WHEREAS, the United States Environmental Protection Agency 1 12 plans to propose stringent gasoline sulfur regulations and 1 13 more stringent vehicle tailpipe emission standards; and 1 14 WHEREAS, the air pollution in some states is far greater 1 15 than others and requires greater reduction in sulfur while 1 16 other states, especially those states in the western portion 1 17 of the nation, have minimal air pollution problems that 1 18 require less of a reduction in sulfur; and 1 19 WHEREAS, since gasoline used in California was developed to 1 20 address air quality problems unique to California and air 1 21 quality problems in other states are not as severe as those in 1 22 California, the air quality problems in other states do not 1 23 necessitate the same solutions used in California; and 1 24 WHEREAS, limitation of consumer mobility and freedom may 1 25 result from reducing sulfur in gasoline because higher 1 26 manufacturing costs may be passed on to consumers; and 1 27 WHEREAS, although new investments in clean air are needed, 1 28 consumers should not have to pay more for gasoline than 1 29 necessary to achieve the goal of clean air; and 1 30 WHEREAS, fuels and vehicles work together as a system and 1 31 the right combination of fuel and vehicle controls will result 1 32 in cleaner air and a cost-effective solution; and 1 33 WHEREAS, the American Petroleum Institute and the National 1 34 Petrochemical Refiners Association have proposed a program for 1 35 reducing gasoline sulfur levels which will reduce nitrogen 2 1 oxides emissions by more than 75,000 tons annually and will 2 2 cut gasoline sulfur levels by at least 50 percent; NOW 2 3 THEREFORE, 2 4 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE SENATE 2 5 CONCURRING, That the General Assembly urges the United States 2 6 Environmental Protection Agency to reduce gasoline sulfur 2 7 levels in a manner which provides for a flexible, regional 2 8 approach that will maximize air quality benefits; propose 2 9 regulations that reflect the American Petroleum Institute and 2 10 National Petrochemical Refiners Association gasoline sulfur 2 11 reduction proposal for 150 parts per million average sulfur 2 12 levels in 28 primary eastern states, and East Texas and 300 2 13 million parts per million average sulfur levels in the 2 14 remaining states, with the exception of California which has a 2 15 program specific to California; propose regulations that are 2 16 cost-effective in order to limit the burden on consumers; and 2 17 propose regulations that reduce vehicle admissions while 2 18 recognizing that fuels and vehicles work in tandem and cannot 2 19 be addressed in isolation, thereby requiring the United States 2 20 Environmental Protection Agency to strike a balance in 2 21 regulating vehicles and fuels; and 2 22 BE IT FURTHER RESOLVED, That official copies of this 2 23 Resolution be sent to the Regional Administrator of Region VII 2 24 of the United States Environmental Protection Agency, the 2 25 Administrator of the United States Environmental Protection 2 26 Agency, each member of the Iowa congressional delegation, the 2 27 Director of the Iowa Department of Natural Resources, and the 2 28 Governor of the State of Iowa. 2 29 LSB 3027HC 78 2 30 tm/jw/5
