1 1 Section 1. COMMUNITY COLLEGE GOVERNANCE STRUCTURE STUDY.
1 2 The boards of directors of the community colleges, in
1 3 consultation with the Iowa association of community college
1 4 presidents, shall establish a task force to study the need to
1 5 restructure the community college governance system to cause
1 6 community colleges to operate more cooperatively, effectively,
1 7 and efficiently as a state system, while recognizing the
1 8 strong local character of community colleges. The study shall
1 9 include, but is not limited to, a review of the community
1 10 college governance system; ongoing collaborative efforts among
1 11 the community colleges; the relationships between the
1 12 community colleges and local school districts, accredited
1 13 nonpublics, other accredited postsecondary institutions in
1 14 Iowa, and the department of education; and changes necessary
1 15 to enhance the accountability of community colleges. The task
1 16 force shall submit its findings and recommendations in a
1 17 report to the chairpersons and ranking members of the senate
1 18 and house standing education committees and the joint
1 19 subcommittee on education appropriations by December 1, 1999.
1 20 EXPLANATION
1 21 This bill directs the boards of directors of the community
1 22 colleges, in consultation with the Iowa association of
1 23 community college presidents, to establish a task force to
1 24 study the need to restructure the community college governance
1 25 system to cause community colleges to operate more
1 26 cooperatively, effectively, and efficiently as a state system,
1 27 while recognizing the strong local character of community
1 28 colleges.
1 29 The task force is to submit its findings and
1 30 recommendations in a report to the chairpersons and ranking
1 31 members of the senate and house standing education committees
1 32 and the joint subcommittee on education appropriations by
1 33 December 1, 1999.
