1 3 BY CHAIRPERSON KLEMME)
1 4 A Concurrent Resolution urging the President of the
1 5 United States and the United States Congress to
1 6 support the export of agricultural commodities by
1 7 working to remove or restrict impediments to the
1 8 free trade of agricultural commodities and expanding
1 9 the federal export enhancement program.
1 10 WHEREAS, the production and processing of agricultural
1 11 commodities represents a key component of this nation's
1 12 prosperity, providing a system unmatched in the world for the
1 13 abundant and affordable production of food, feed grains, and
1 14 animal products; and
1 15 WHEREAS, the free trade of agricultural commodities has
1 16 ensured the prosperity of farmers, merchants, and consumers in
1 17 this nation and in other nations; and
1 18 WHEREAS, during this period when the United States suffers
1 19 from a negative balance of trade, the export of agricultural
1 20 commodities contributes billions of dollars in revenue each
1 21 year; and
1 22 WHEREAS, imposing impediments to the free trade of
1 23 agricultural commodities such as the use of unilateral
1 24 economic sanctions by this nation and the erection of
1 25 protectionist barriers by other countries causes substantial
1 26 harm to farmers who are dependent upon trade; and
1 27 WHEREAS, farmers in this state and in other states are
1 28 threatened by disastrously low prices paid for agricultural
1 29 commodities; and
1 30 WHEREAS, one method to provide the American farmer with an
1 31 opportunity to remain viable is the federal export enhancement
1 32 program which provides an opportunity for agricultural
1 33 commodities to reach foreign markets; NOW THEREFORE
1 34 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE SENATE
1 35 CONCURRING, That the President of the United States and the
2 1 United States Congress work to remove or restrict the use of
2 2 impediments to the free trade of agricultural commodities,
2 3 including by reducing or eliminating trade barriers and
2 4 sanctions; and
2 5 BE IT FURTHER RESOLVED, That the United States Secretary of
2 6 Agriculture is urged to expand the export enhancement program;
2 7 and
2 8 BE IT FURTHER RESOLVED, That the Chief Clerk of the House
2 9 of Representatives send a copy of this Resolution to the
2 10 President of the United States; the President and the Majority
2 11 Leader and Minority Leader of the United States Senate; the
2 12 Speaker of the House of Representatives; the Majority Leader
2 13 and Minority Leader of the United States House of
2 14 Representatives; the United States Secretary of State; the
2 15 United States Secretary of Agriculture; the Chairman of the
2 16 United States Senate Committee on Agriculture, Nutrition, and
2 17 Forestry; the Chairman of the United States House of
2 18 Representatives Committee on Agriculture; and members of
2 19 Iowa's congressional delegation.
