  1  1    Section 1.  Section 15.251, subsection 2, Code 1999, is
  1  2 amended to read as follows:
  1  3    2.  The department may charge, within thirty days following
  1  4 the sale of certificates under chapter 260E, the board of
  1  5 directors of the merged area a fee of up to one percent of the
  1  6 gross sale amount of the certificates issued.  The amount of
  1  7 this fee shall be deposited into and allowed to accumulate in
  1  8 a job training fund created in the department and may be used
  1  9 by the department to cover the costs of management of chapter
  1 10 260E and to support other efforts by the community colleges
  1 11 related to providing productivity and quality enhancement
  1 12 training.  Funds At the end of each fiscal year, all funds
  1 13 deposited under this subsection into the job training fund
  1 14 during a the fiscal year which are not expended by the
  1 15 department in that fiscal year are available for use by the
  1 16 department under this subsection for subsequent fiscal years
  1 17 shall be transferred to the workforce development fund account
  1 18 established in section 15.342A.
  1 19    Sec. 2.  Section 15.342A, Code 1999, is amended to read as
  1 20 follows:
  1 21    15.342A  WORKFORCE DEVELOPMENT FUND ACCOUNT.
  1 22    A workforce development fund account is established in the
  1 23 office of the treasurer of state under the control of the
  1 24 department.  The account shall receive funds pursuant to
  1 25 section 422.16A up to a maximum of ten million dollars per
  1 26 year.  The account shall also receive funds pursuant to
  1 27 section 15.251 with no dollar limitation.
  1 28    Sec. 3.  Section 15.343, subsection 2, Code 1999, is
  1 29 amended by adding the following new paragraph:
  1 30    NEW PARAGRAPH.  e.  To cover the costs of the
  1 31 administration of workforce development programs and services
  1 32 available through the department.  A portion of these funds
  1 33 may be used to support efforts by the community colleges to
  1 34 provide workforce services to Iowa employers.  
  1 35                           EXPLANATION
  2  1    This bill provides that fees received by the department of
  2  2 economic development from community colleges generated through
  2  3 the sale of certificates to fund new jobs training programs
  2  4 under Code chapter 260E are to be deposited and accumulate in
  2  5 the department's job training fund and then transferred at the
  2  6 end of the fiscal year to the workforce development fund
  2  7 account.  The bill provides that moneys in the workforce
  2  8 development fund account can be used to cover costs of the
  2  9 administration of workforce development programs and to
  2 10 support efforts by the community colleges to provide workforce
  2 11 services to Iowa employers.
