  1  2          BY  MASCHER, FOEGE, MYERS, and BRAUNS
  1  3 A House Resolution honoring Representative
  1  4    Minnette Doderer.  
  1  5    WHEREAS, Representative Minnette Doderer is
  1  6 retiring from legislative office after completing two
  1  7 and one-half terms in office as a State Senator and 12
  1  8 terms in office as a State Representative; and
  1  9    WHEREAS, Representative Doderer will have completed
  1 10 more than 34 years as a state legislator upon her
  1 11 retirement, having served in 18 General Assemblies;
  1 12 and
  1 13    WHEREAS, Representative Doderer's distinguished
  1 14 career as a state legislator has included service as
  1 15 Senate President Pro Tempore during the Sixty-sixth
  1 16 General Assembly, and as the Minority Whip during the
  1 17 Sixty-second General Assembly; and
  1 18    WHEREAS, Representative Doderer's service as an
  1 19 elected leader in the Iowa General Assembly marked the
  1 20 first occasion of a woman so serving, and set a
  1 21 quality precedent for those women and men who
  1 22 followed; and
  1 23    WHEREAS, Representative Doderer's lengthy and
  1 24 distinguished career has also included service as
  1 25 Chairperson of the Public Health and State Government
  1 26 Committees in the Senate; as Chairperson of the Ways
  1 27 and Means, Small Business and Commerce, and Economic
  1 28 Development and Trade Committees in the House; and as
  1 29 Cochairperson of the General Assembly Women's Caucus;
  1 30 and
  2  1    WHEREAS, Representative Doderer has served as an
  2  2 outspoken advocate, educating, informing, debating,
  2  3 challenging, and joining her colleagues in bringing to
  2  4 the attention of the Iowa General Assembly complex and
  2  5 controversial matters of civil and economic justice,
  2  6 equality, privacy, and safety for all citizens of
  2  7 Iowa; and
  2  8    WHEREAS, Representative Doderer has sponsored and
  2  9 has been instrumental in the passage of legislation
  2 10 pertinent to Iowa women and their equality, playing an
  2 11 instrumental role in the areas of comparable worth,
  2 12 wage equity, and women in government service, working
  2 13 to restructure the criminal code to protect women
  2 14 victims of sexual assault, representing the interests
  2 15 of the victims of domestic assault, and sponsoring an
  2 16 amendment to change masculine pronouns in the Code of
  2 17 Iowa to gender-neutral words; and
  2 18    WHEREAS, Representative Doderer has also sponsored
  2 19 and been instrumental in the enactment of legislation
  2 20 establishing programs to protect the welfare of
  2 21 children, including the mandatory immunization of
  2 22 children, the mandatory reporting of child abuse,
  2 23 juvenile justice reform, and the protection of unwed
  2 24 mothers; and
  2 25    WHEREAS, Representative Doderer's record of
  2 26 leadership and service is not limited to the Iowa
  2 27 General Assembly, but has encompassed membership and
  2 28 leadership positions in Iowa associations and
  2 29 organizations, national associations, and political
  2 30 party organizations, and service as a faculty member
  3  1 at educational institutions; and
  3  2    WHEREAS, in the State of Iowa, Representative
  3  3 Doderer has served as a founding member of the Iowa
  3  4 Women's Political Caucus, and as a member of the
  3  5 League of Women Voters of Iowa, the Iowa Civil
  3  6 Liberties Union, the Iowa Health Facilities
  3  7 Commission, the Organization of Business and
  3  8 Professional Women, and the Iowa Educational
  3  9 Broadcasting Network Advisory Committee; and as a
  3 10 member of the Board of United Cerebral Palsy of Iowa,
  3 11 the Iowa Center for Education in Politics, and the
  3 12 Governor's Task Force on Early Childhood Development;
  3 13 and
  3 14    WHEREAS, in the national arena, Representative
  3 15 Doderer has served as a Commissioner of the Education
  3 16 Commission of the States, a Director of the National
  3 17 Society of State Legislators, the Vice Chair of the
  3 18 Budget and Taxation Committee of the National
  3 19 Conference of State Legislatures, and as a member of
  3 20 the National Organization of Women and the Women's
  3 21 Equity Action League; and
  3 22    WHEREAS, in her political party, Representative
  3 23 Doderer has served as Vice Chair of the Johnson County
  3 24 Democratic Party, as a member of the National
  3 25 Democratic Policy Council, and as the Democratic
  3 26 National Committeewoman from Iowa; and
  3 27    WHEREAS, Representative Doderer has served as a
  3 28 Visiting Professor at Stephens College in Missouri, a
  3 29 Visiting Professor at Iowa State University, and as a
  3 30 member of the Board of Fellows of the University of
  4  1 Iowa School of Religion; and
  4  2    WHEREAS, Representative Doderer has been recognized
  4  3 with many honors and awards, including the following:
  4  4 the Iowa Civil Liberties Award, 1978; induction into
  4  5 the Iowa Women's Hall of Fame, 1979; Special Award,
  4  6 Iowa City's Outstanding Woman; Outstanding Citizen's
  4  7 Award, Women Journalism Students of the University of
  4  8 Iowa; East High School Hall of Fame, East High School,
  4  9 Waterloo; Iowa State Education Association Good
  4 10 Citizenship Medal; Sons of the American Revolution,
  4 11 Distinguished Legislative Service Award; Friend of
  4 12 Education Award, Iowa City, 1986; Cristine Wilson
  4 13 Medal for Equality and Justice, 1989; ERA Tribute,
  4 14 1992; Gold Seal Award, Iowa Coalition Against Domestic
  4 15 Violence, 1995; Iowa City Senior Center Woman of the
  4 16 Year, 1995; Feminist of the Year Award, 1996; Friend
  4 17 of Nursing Award, 1996; Citation from The American
  4 18 Academy of Pediatrics for sponsorship of legislation
  4 19 for postdelivery benefits and care of Iowa's infants,
  4 20 1996; Business and Professional Women, Woman of
  4 21 Achievement Award, 1997; and the Reproductive Rights
  4 22 Award, 1998; and
  4 23    WHEREAS, Representative Doderer has served
  4 24 honorably and has unselfishly given of her time and
  4 25 efforts to further the interests of the State of Iowa
  4 26 and to provide beneficial programs for the citizens of
  4 27 Iowa, and has been an influential and devoted
  4 28 legislator in this state; NOW THEREFORE,
  4 29    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  4 30 That the House pay tribute to Representative Minnette
  5  1 Doderer for her devoted service to the Iowa General
  5  2 Assembly and the citizens of this state and wish her
  5  3 the very best in the years ahead; and
  5  4    BE IT FURTHER RESOLVED, That an official copy of
  5  5 this Resolution be prepared and presented to
  5  6 Representative Doderer.
