1 1 Section 1. 349 Iowa administrative code, rules 1.18, 1.19,
1 2 1.20, 1.22, 1.23, 1.26, and 1.27, are nullified.
1 3 Sec. 2. EFFECTIVE DATE. This joint resolution, being
1 4 deemed of immediate importance, takes effect upon enactment.
1 5 EXPLANATION
1 6 This joint resolution nullifies administrative rules of the
1 7 Iowa empowerment board concerning Iowa empowerment grants,
1 8 which by definition comprise the school ready children grant
1 9 program outlined in Code section 28.8.
1 10 The administrative rules affected are as follows: rule
1 11 349-1.18, describing the purpose of Iowa empowerment grants;
1 12 rule 349-1.19, specifying the components of the Iowa
1 13 empowerment grant program; rule 349-1.20, outlining criteria
1 14 for determining the readiness of a community empowerment area
1 15 for administering Iowa empowerment grants; rule 349-1.22,
1 16 provision for approval of the board for Iowa empowerment
1 17 grants; rule 349-1.23, specifications for use of an Iowa
1 18 empowerment grant; rule 349-1.26, specifications for the
1 19 funding of Iowa empowerment grants; and rule 349-1.27,
1 20 specifications for use in determining a community empowerment
1 21 board's degree of readiness for funding.
1 22 The joint resolution takes effect upon enactment.
