  1  1    Section 1.  Section 403.23, subsection 1, unnumbered
  1  2 paragraph 1, Code Supplement 1999, is amended to read as
  1  3 follows:
  1  4    On or before September November 30 of each year, the
  1  5 municipality shall submit an annual financial report
  1  6 containing the information required in section 403.15,
  1  7 subsection 5, to the department of management and to the
  1  8 county auditor of the county in which the municipality is
  1  9 located.  In addition to the information contained in the
  1 10 report, the municipality shall provide the following
  1 11 information to the department and to the county auditor:
  1 12    Sec. 2.  Section 403.23, Code Supplement 1999, is amended
  1 13 by adding the following new subsection:
  1 14    NEW SUBSECTION.  3.  If a municipality does not file the
  1 15 annual report with the department of management and the county
  1 16 auditor by December 1, the county treasurer shall withhold
  1 17 disbursement of incremental taxes to the municipality until
  1 18 the annual report is filed beginning immediately with the next
  1 19 following disbursement of taxes.  
  1 20                           EXPLANATION
  1 21    This bill changes the filing deadline for urban renewal
  1 22 annual reports from September 30 to November 30.
  1 23    The bill also provides that if a municipality has not filed
  1 24 an annual report with the state by the statutory deadline, the
  1 25 county treasurer shall withhold disbursement of tax increment
  1 26 revenues to the municipality.
