  1  1    Section 1.  Section 256.7, subsection 21, Code Supplement
  1  2 1999, is amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  d.  Criteria and a procedure for the
  1  4 implementation of a means for recognizing performance
  1  5 excellence exemplified by outstanding comprehensive school
  1  6 improvement plans submitted by school districts.  A school
  1  7 district may apply to the department for recognition for the
  1  8 results achieved under the school district's comprehensive
  1  9 school improvement plan.  The recognition process shall
  1 10 emphasize the following:
  1 11    (1)  School performance results, including but not limited
  1 12 to student achievement, especially as the results relate to
  1 13 improved instruction in the basics, such as reading.
  1 14    (2)  Parent and community satisfaction.
  1 15    (3)  Information analysis and community reporting.
  1 16    (4)  Community involvement in planning.
  1 17    (5)  Teacher and administrator development.  
  1 18                           EXPLANATION
  1 19    This bill directs the state board of education, as part of
  1 20 its mandate to adopt rules incorporating accountability for
  1 21 student achievement into the standards and accreditation
  1 22 process, to include in those rules criteria and a procedure
  1 23 for the implementation of a means for recognizing performance
  1 24 excellence exemplified by outstanding comprehensive school
  1 25 improvement plans submitted by school districts.  A school
  1 26 district may apply to the department for recognition.  The
  1 27 recognition process must emphasize school results, including
  1 28 improved reading achievement, parent and community
  1 29 satisfaction, information analysis and community reporting,
  1 30 community involvement in planning, and teacher and
  1 31 administrator development.
