  1  1    Section 1.  WASTE MANAGEMENT STUDY.  The department of
  1  2 natural resources shall conduct a study on issues related to
  1  3 waste management.  The study shall examine issues related to
  1  4 reducing the amount of solid waste disposed of in landfills in
  1  5 the state, recycling, and the potential roles of citizens,
  1  6 local government, business, and industry have in reducing the
  1  7 production of solid waste in the future.  Strategies and
  1  8 methods examined by the department shall include and emphasize
  1  9 voluntary actions and methods of increasing solid waste
  1 10 management education and awareness.  A goal of the study shall
  1 11 be to propose a strategy to allow for the prohibition of
  1 12 siting new landfills in the state beginning January 1, 2005.
  1 13 The department shall submit a report to the general assembly
  1 14 by December 15, 2000, that details the findings and provides
  1 15 the recommendations of the department related to solid waste
  1 16 management and recommends a strategy for reducing solid waste
  1 17 in the state to a level which would allow a prohibition of
  1 18 siting new landfills in the state beginning January 1, 2005.
  1 19    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 20 immediate importance, takes effect upon enactment.  
  1 21                           EXPLANATION
  1 22    This bill requires the department of natural resources to
  1 23 conduct a study on issues related to waste management.  The
  1 24 department shall submit a report to the general assembly by
  1 25 December 15, 2000, that details the findings and provides the
  1 26 recommendations of the department related to solid waste
  1 27 management and recommends a strategy for reducing solid waste
  1 28 in the state to a level which would allow a prohibition of
  1 29 siting new landfills in the state beginning January 1, 2005.
  1 30    The bill takes effect upon enactment.
