PAG LIN 1 1 Section 1. HOUSING AND NEIGHBORHOOD ADVISORY COUNCIL. 1 2 1. A housing and neighborhood advisory council is 1 3 established for purposes of identifying, coordinating, 1 4 examining, and ensuring maximum utilization of state moneys 1 5 for existing housing and neighborhood programs and 1 6 initiatives. The council shall consist of fifteen members, 1 7 including all of the following: 1 8 a. The director of the department of economic development, 1 9 or the director's designee. 1 10 b. The executive director of the Iowa finance authority, 1 11 or the executive director's designee. 1 12 c. The director of the department of human services, or 1 13 the director's designee. 1 14 d. The director of human rights, or the director's 1 15 designee. 1 16 e. The superintendent of banking, or the superintendent's 1 17 designee. 1 18 f. Six members appointed by the governor with expertise in 1 19 housing and neighborhood issues. 1 20 g. Four members of the general assembly with not more than 1 21 one member from each chamber being from the same political 1 22 party. The two senators shall be designated by the majority 1 23 leader of the senate after consultation with the president and 1 24 the minority leader of the senate. The two representatives 1 25 shall be designated by the speaker of house of representatives 1 26 after consultation with the majority and minority leaders of 1 27 the house of representatives. 1 28 2. At the first meeting of the council, the council shall 1 29 elect a chairperson from its members. 1 30 3. Administrative and staffing services shall be provided 1 31 by the departments included on the council. 1 32 4. The council shall do all of the following: 1 33 a. Inventory other housing and neighborhood initiatives of 1 34 other states. 1 35 b. Inventory state and federal housing and neighborhood 2 1 initiatives in Iowa. 2 2 c. Determine the effectiveness of existing housing 2 3 legislation assisting persons in most need of housing 2 4 assistance. 2 5 d. Determine how to increase the participation of housing 2 6 and neighborhood advocacy groups in the development and 2 7 administration of state policy relating to housing and 2 8 neighborhood issues. 2 9 e. Separate rural and small town housing issues from urban 2 10 housing issues. 2 11 f. Recommend a comprehensive housing and neighborhood 2 12 development plan for the state, including a state housing 2 13 policy. 2 14 g. Examine the need and possibilities for creating a state 2 15 department of housing and neighborhood development. 2 16 5. The council shall consider issues relating to tax 2 17 increment financing, assisting residents to increase 2 18 participation in revitalization efforts, increasing receipts 2 19 of federal moneys for the continuum of care for homeless 2 20 programs, and encouraging private and nonprofit developers to 2 21 build affordable housing in areas of greatest need. 2 22 Sec. 2. REPORT. The housing and neighborhood advisory 2 23 council shall submit a report to the general assembly and the 2 24 governor not later than December 15, 2000. The report shall 2 25 include all of the following: 2 26 1. A rationale for one of the following: 2 27 a. The creation of a state department of housing and 2 28 neighborhood development. 2 29 b. A continuation of the council with limited resources 2 30 and authority. 2 31 2. A recommended state housing policy. 2 32 3. Recommended legislative initiatives targeted to urban 2 33 housing and increasing neighborhood participation in 2 34 revitalization efforts. 2 35 Sec. 3. EFFECTIVE DATE. This Act, being deemed of 3 1 immediate importance, takes effect upon enactment. 3 2 EXPLANATION 3 3 This bill creates a housing and neighborhood advisory 3 4 council for purposes of identifying, coordinating, examining, 3 5 and ensuring maximum utilization of state moneys for existing 3 6 housing and neighborhood programs and initiatives. The bill 3 7 provides that the council shall consist of the director of the 3 8 department of economic development, the executive director of 3 9 the Iowa finance authority, the director of human services, 3 10 the director of the department of human rights, the 3 11 superintendent of banking, six members appointed by the 3 12 governor with expertise in housing and neighborhood issues, 3 13 and four members of the general assembly. 3 14 The bill provides that the council shall inventory other 3 15 states' housing and neighborhood initiatives, determine the 3 16 effectiveness of existing housing legislation assisting 3 17 persons in most need of housing assistance, determine how to 3 18 increase participation of housing and neighborhood advocacy 3 19 groups in developing state policy, separate rural and small 3 20 town housing issues from urban housing issues, recommend a 3 21 comprehensive housing and neighborhood development plan, and 3 22 examine the need for a new state department of housing and 3 23 neighborhood development. The bill provides that the council 3 24 shall consider issues relating to tax increment financing, 3 25 assistance to residents to increase participation in 3 26 revitalization efforts, increasing federal moneys for the 3 27 continuum of care for homeless programs, and encouraging 3 28 private and nonprofit developers to build affordable housing 3 29 in areas of greatest need. 3 30 The bill provides that the council shall submit a report to 3 31 the general assembly and the governor not later than December 3 32 15, 2000.
