1 1 Section 1. DEPARTMENT OF EDUCATION. There is appropriated
1 2 from the general fund of the state to the department of
1 3 education for the fiscal year beginning July 1, 2000, and
1 4 ending June 30, 2001, the following amount, or so much thereof
1 5 as is necessary, to be used for the purpose designated:
1 6 For continuation of a model outreach program for services
1 7 for youth with disabilities:
1 8 .................................................. $ 225,000
1 9 Funds appropriated in this section shall be distributed to
1 10 the Grant Wood area education agency for continuation of a
1 11 model outreach program for services for youth with
1 12 disabilities, called the high school high-tech program, the
1 13 purpose of which is to improve services for children and youth
1 14 with disabilities through partnerships between educational
1 15 entities, nonprofit corporations, the business community, and
1 16 students with disabilities and their families. The area
1 17 education agency shall work with community stakeholders on a
1 18 plan to make the program self-supporting by July 1, 2001. In
1 19 a report which the Grant Wood area education agency shall
1 20 share with the other 14 area education agencies in the state,
1 21 the Grant Wood area education agency shall assemble a history
1 22 of the program; a description of the program's benefits for
1 23 students and their parents, educational entities, and the
1 24 local nonprofit and business communities; and shall describe
1 25 processes by which other area education agencies can duplicate
1 26 the success of the program.
1 27 EXPLANATION
1 28 This bill appropriates moneys from the general fund of the
1 29 state to the department of education for the fiscal year 2000-
1 30 2001 for distribution to the Grant Wood area education agency
1 31 for continuation of a model outreach program for services for
1 32 youth with disabilities, called the high school high-tech
1 33 program.
1 34 Moneys from a three-year federal grant provided for the
1 35 establishment of the program in 1997. The purpose of the
2 1 program is to improve services for children and youth with
2 2 disabilities through partnerships between educational
2 3 entities, nonprofit corporations, the business community, and
2 4 students with disabilities and their families.
2 5 The bill directs the area education agency to work with
2 6 community stakeholders on a plan to make the program self-
2 7 supporting by July 1, 2001. The bill also requires the area
2 8 education agency to compile a report to be shared with the
2 9 other 14 area education agencies in the state. The report
2 10 must include a history of the program; a description of its
2 11 benefits; and a description of processes by which other area
2 12 education agencies can duplicate its success.
