1 1 Section 1. VOLUNTEER FIREFIGHTER BENEFITS – REPORT. The
1 2 department of public safety shall conduct a study concerning
1 3 the possible implementation of a system to provide retirement
1 4 and death and survivor benefits to volunteer firefighters.
1 5 The study shall examine what benefits should be provided, if
1 6 any, as well as possible funding mechanisms, including the use
1 7 of excess insurance premium tax receipts, to provide any such
1 8 proposed benefits. In conducting the study, the department
1 9 shall consult with representatives from the Iowa firemen's
1 10 association, the Iowa fire chief's association, the Iowa
1 11 association of professional firefighters, the Iowa association
1 12 of professional fire chiefs, the Iowa firefighters group, and
1 13 the Iowa league of cities. The department shall submit a
1 14 report concerning the results of its study, including any
1 15 findings and recommendations, to the general assembly by
1 16 January 8, 2001.
1 17 EXPLANATION
1 18 This bill requires the department of public safety to
1 19 conduct a study concerning the possible implementation of a
1 20 system to provide retirement and death and survivor benefits
1 21 to volunteer firefighters. The bill requires the department
1 22 to consult with representatives from the Iowa firemen's
1 23 association, the Iowa fire chief's association, the Iowa
1 24 association of professional firefighters, the Iowa association
1 25 of professional fire chiefs, the Iowa firefighters group, and
1 26 the Iowa league of cities, in conducting its study. The bill
1 27 requires the department to consider what benefits to provide
1 28 as well as mechanisms to fund any proposed benefits. The bill
1 29 requires the department to issue a report concerning its
1 30 findings and recommendations to the general assembly by
1 31 January 8, 2001.
