PAG LIN 1 1 Section 1. Section 279.51, subsection 1, unnumbered 1 2 paragraph 1, Code Supplement 1999, is amended to read as 1 3 follows: 1 4 There is appropriated from the general fund of the state to 1 5 the department of education for the fiscal year beginning July 1 6 1,19982000, and each succeeding fiscal year, the sum of 1 7 fifteen millionthreenine hundred sixty thousand dollars. 1 8 Sec. 2. Section 279.51, subsection 1, paragraph c, Code 1 9 Supplement 1999, is amended to read as follows: 1 10 c. For each of the fiscal years during the fiscal period 1 11 beginning July 1,19962000, and ending June 30,20002004, 1 12twothree millioneightfour hundred thousand dollars of the 1 13 funds appropriated shall be allocated for the school-based 1 14 youth services education program established in subsection 3. 1 15For each of the fiscal years during the fiscal period1 16beginning July 1, 1994, and ending June 30, 2000, twenty1 17thousand dollars of the funds allocated in this paragraph1 18shall be expended for staff development, research, and the1 19development of strategies for coordination with community-1 20based youth organizations and agencies.A school that 1 21 received a grant during the fiscalyearperiod beginning July 1 22 1, 1993,or July 1, 1997,and ending June 30, 2000, is 1 23 ineligible to receive a grant under this paragraph. However, 1 24 if a school that received a grant prior to July 1, 2000, 1 25 submits a program plan pursuant to subsection 3, the school 1 26 may qualify to receive fifty thousand dollars annually from 1 27 the moneys allocated in this paragraph, which shall be used 1 28 for expansion and identified minimum services. Subject to the 1 29 approval of the state board of education, the allocation made 1 30 in this paragraph may be renewed for additional four-year 1 31 periods of time. 1 32 Sec. 3. Section 279.51, subsection 1, paragraph e, Code 1 33 Supplement 1999, is amended by striking the paragraph. 1 34 EXPLANATION 1 35 This bill increases the statutory appropriation from the 2 1 general fund of the state for programs for at-risk children, 2 2 specifically increasing the allocation for school-based youth 2 3 services to permit new four-year grants to be awarded by the 2 4 department of education and to allow prior grant recipients to 2 5 receive funds for expansion and identified minimum services if 2 6 the prior recipients submit program plans to the department of 2 7 education. 2 8 LSB 6230HH 78 2 9 kh/cls/14
