  1  9    Sec. 2.  Section 124.204, subsection 6, Code 1999, is
  1 10 amended by adding the following new paragraphs:

  1 20    Sec. 3.  Section 124.204, subsection 9, paragraphs c, d,
  1 21 and e, Code 1999, are amended by striking the paragraphs.
  1 22    Sec. 4.  Section 124.206, subsection 2, paragraph a,
  1 23 unnumbered paragraph 1, Code 1999, is amended to read as
  1 24 follows:
  1 25    Opium and opiate, and any salt, compound, derivative, or
  1 26 preparation of opium or opiate, excluding apomorphine,
  1 27 dextrophan thebaine-derived butorphanol, dextrorphan,
  1 28 nalbuphine, nalmefene, naloxone, and naltrexone, and their
  1 29 respective salts, but including the following:
  1 30    Sec. 5.  Section 124.206, subsection 3, Code 1999, is
  1 31 amended by adding the following new paragraph:
  1 32    NEW PARAGRAPH.  aa.  Remifentanil.
  1 33    Sec. 6.  Section 124.206, subsection 7, paragraph b, Code
  1 34 1999, is amended by striking the paragraph.
  1 35    Sec. 7.  Section 124.208, subsection 3, Code 1999, is
  2  1 amended by adding the following new paragraph:
  2  2    NEW PARAGRAPH.  l.  Ketamine, its salts, isomers, and salts
  2  3 of isomers.  Some other names for ketamine:  (+-)-2-(2-
  2  4 chlorophenyl)-2-(methylamino)-cyclohexanone.
  2  5    Sec. 8.  Section 124.208, subsection 6, paragraphs b, e,
  2  6 and i, Code 1999, are amended to read as follows:
  2  7    b.  Chlorotestosterone (4-chlortestosterone).
  2  8    e.  Dihydrotestosterone (4-dihydrotestosterone).
  2  9    i.  Formobulone Formebulone (formebolone).
  2 10    Sec. 9.  Section 124.208, Code 1999, is amended by adding
  2 11 the following new subsection:
  2 12    NEW SUBSECTION.  8.  HALLUCINOGENIC SUBSTANCES.  Dronabinol
  2 13 (synthetic) in sesame oil and encapsulated in a soft gelatin
  2 14 capsule in a United States Food and Drug Administration
  2 15 approved product.  Some other names for dronabinol:  (6aR-
  2 16 trans)-6a, 7, 8, 10a-tetrahydro-6, 6, 9-trimethyl-3-pentyl-6H-
  2 17 dibenzo [b,d] pyran-1-ol, or (-)-delta-9-(trans)-
  2 18 tetrahydrocannabinol.
  2 19    Sec. 10.  Section 124.210, subsection 2, paragraph b, Code
  2 20 1999, is amended to read as follows:
  2 21    b.  Dextropropoxyphene (alpha-(+)-4-
  2 22 dimethylamindiphendiphenyl-3-methyl-2-propionoxybutane)
  2 23 (alpha-(+)-4-dimethylamino-1,2-diphenyl-3-methyl-2-
  2 24 propionoxybutane).
  2 25    Sec. 11.  Section 124.210, subsection 3, Code 1999, is
  2 26 amended by adding the following new paragraph:
  2 27    NEW PARAGRAPH.  aw.  Zaleplon.
  2 28    Sec. 12.  Section 124.210, subsection 5, Code 1999, is
  2 29 amended by adding the following new paragraphs:
  2 30    NEW PARAGRAPH.  k.  Modafinil.
  2 31    NEW PARAGRAPH.  l.  Sibutramine.
  2 32    Sec. 13.  Section 124.210, subsection 6, Code 1999, is
  2 33 amended by adding the following new paragraph:

  2 35 isomers).
  3  1    Sec. 14.  Section 124B.2, subsection 1, paragraphs a, c, g,
  3  2 and i, Code 1999, are amended to read as follows:

  3 22                           EXPLANATION
  3 23    This bill relates to the regulation of controlled
  3 24 substances and precursors to controlled substances.
  3 25    The amendments to Code chapter 124 provide for uniformity
  3 26 between the Iowa uniform controlled substances Act, contained
  3 27 in Iowa Code chapter 124, and the federal Uniform Controlled
  3 28 Substances Act.  The bill adds substances to Schedules I, II,
  3 29 III, and IV, and moves synthetic dronabinol from Schedule II
  3 30 to Schedule III, and places substances previously identified
  3 31 under Schedule I as other materials into the specific
  3 32 categories of hallucinogenic substances and stimulants.
  3 33    The amendments to Code chapter 124B expand the list of
  3 34 precursor substances to include all list I chemicals
  3 35 identified in the federal Uniform Controlled Substances Act.
  4  1 The bill also removes ephedrine from the list of precursor
  4  2 substances in Code section 124B.2 due to the reclassification
  4  3 of ephedrine as a controlled substance in Code chapter 124.
