1 1 Section 1. REIMBURSEMENT – MEDICAL ASSISTANCE PROGRAM –
1 2 PSYCHIATRIC MEDICAL INSTITUTIONS FOR CHILDREN. The department
1 3 of human services shall convene a work group to review the
1 4 reimbursement methodology for services provided under the
1 5 medical assistance program by psychiatric medical institutions
1 6 for children. The work group shall include representatives of
1 7 providers of such services, shall be geographically balanced,
1 8 and shall be representative of both large and small providers.
1 9 The work group's review shall include a determination of the
1 10 feasibility of use of a reimbursement mechanism which utilizes
1 11 an agency-specific negotiated reimbursement rate based on
1 12 independently reviewed cost reports. The department shall
1 13 submit a report of the work group's findings and
1 14 recommendations to modify the current reimbursement system to
1 15 the general assembly on or before November 1, 2000.
1 16 EXPLANATION
1 17 This bill directs the department of human services to
1 18 convene a work group to review the methodology used in the
1 19 reimbursement of psychiatric medical institutions for children
1 20 (PMICs) under the medical assistance program. The work group
1 21 is to consist of representatives of providers of PMIC
1 22 services, including both small and large providers and
1 23 providing for a geographic balance in the makeup of the work
1 24 group. The review of the work group is to include a
1 25 determination of the feasibility of the use of a reimbursement
1 26 mechanism which utilizes an agency-specific negotiated
1 27 reimbursement rate based on independently reviewed cost
1 28 reports. The department is to submit a report of the findings
1 29 and recommendations to the general assembly on or before
1 30 November 1, 2000.
