1 1 Section 1. Section 321.194, subsection 1, paragraph a,
1 2 subparagraph (1), Code 1999, is amended to read as follows:
1 3 (1) During the hours of 6 a.m. to 10 p.m. over the most
1 4 direct and accessible route between the licensee's residence
1 5 and schools of enrollment and between schools of enrollment
1 6 for the purpose of attending duly scheduled courses of
1 7 instruction and extracurricular activities within the school
1 8 district, regardless of whether the courses of instruction or
1 9 extracurricular activities take place on school property. If
1 10 the licensee's school of enrollment has entered into an
1 11 agreement with another school district to jointly provide
1 12 extracurricular athletic activities, the licensee may operate
1 13 a motor vehicle pursuant to this subparagraph to attend those
1 14 extracurricular athletic activities in the school district
1 15 with which the licensee's school of enrollment has the
1 16 agreement.
1 17 Sec. 2. Section 321.194, subsection 1, paragraph b, Code
1 18 1999, is amended by adding the following new unnumbered
1 19 paragraph:
1 20 NEW UNNUMBERED PARAGRAPH. This paragraph "b" shall not
1 21 prohibit a licensee from operating a motor vehicle pursuant to
1 22 paragraph "a", subparagraph (1), to attend extracurricular
1 23 athletic activities in a school district with which the
1 24 licensee's school of enrollment has entered into an agreement
1 25 for the joint provision of the extracurricular athletic
1 26 activities.
1 27 EXPLANATION
1 28 This bill amends Code section 321.194, relating to minors'
1 29 school driver's licenses, to provide that a person holding a
1 30 school license may operate a motor vehicle to attend duly
1 31 scheduled courses of instruction and extracurricular
1 32 activities within the school district, regardless of whether
1 33 the courses of instruction or extracurricular activities take
1 34 place on school property, and to attend extracurricular
1 35 athletic activities in a school district with which the
2 1 licensee's school of enrollment has combined for athletic
2 2 purposes.
