1 1 Section 1. AREA EDUCATION AGENCY INTERIM STUDY. The
1 2 legislative council is requested to establish an interim study
1 3 committee consisting of legislators and public members and, as
1 4 an ex officio, nonvoting member, the director of the
1 5 department of education, or the director's designee. The
1 6 purpose of the study is to thoroughly review the mission,
1 7 structure, responsiveness, and funding of the area education
1 8 agencies. The director of the department of education shall
1 9 provide the committee with an update on the accreditation
1 10 process, which the general assembly required the department to
1 11 establish effective July 1, 1997. The committee shall
1 12 evaluate area education agency efforts to assist schools in
1 13 incorporating accountability for student achievement into the
1 14 standards and accreditation process as required under section
1 15 256.7, subsection 21. The committee shall submit a report of
1 16 its findings and recommendations for restructuring the area
1 17 education agency system to better serve schools within the
1 18 system's mission to the chairpersons and ranking members of
1 19 the senate and house standing committees on education and the
1 20 joint appropriations subcommittee on education by December 1,
1 21 2001.
1 22 EXPLANATION
1 23 The legislative council is requested to establish an
1 24 interim study committee consisting of legislators and public
1 25 members and, as an ex officio, nonvoting member, the director
1 26 of the department of education, or the director's designee.
1 27 The purpose of the study is to thoroughly review the
1 28 mission, structure, responsiveness, and funding of the area
1 29 education agencies.
1 30 The bill directs the director of the department of
1 31 education to update the committee on the accreditation process
1 32 the general assembly required the department to establish
1 33 effective July 1, 1997. The committee shall evaluate area
1 34 education agency efforts to assist schools in incorporating
1 35 accountability for student achievement into the standards and
2 1 accreditation process as required under Code section 256.7,
2 2 subsection 21.
2 3 The committee shall submit a report of its findings and
2 4 recommendations for restructuring the area education agency
2 5 system to better serve schools within the system's mission to
2 6 the chairpersons and ranking members of the senate and house
2 7 standing committees on education and the joint appropriations
2 8 subcommittee on education by December 1, 2001.
