1 1 Section 1. Section 256.9, Code Supplement 1999, is amended
1 2 by adding the following new subsection:
1 3 NEW SUBSECTION. 49. Establish and maintain a school
1 4 building plan clearinghouse to provide school district boards
1 5 and authorities in charge of accredited nonpublic schools with
1 6 prototype architectural plans to reduce the time and cost of
1 7 developing new educational facilities. The clearinghouse
1 8 shall assemble plans for elementary schools, middle schools,
1 9 and high schools. Clearinghouse plans shall be prepared by or
1 10 under the supervision of a registered architect or registered
1 11 professional engineer. The clearinghouse shall include plans
1 12 that support multiple learning styles, incorporate best use of
1 13 educational technology, provide for collaborative community
1 14 use, promote a sense of community in a safe environment, and
1 15 conform to current educational research. The department shall
1 16 list construction cost estimates with each plan. Plans and
1 17 construction cost estimates shall be reviewed and new plans
1 18 identified and added annually. The board of directors of a
1 19 school district and the authorities in charge of an accredited
1 20 nonpublic school may use the prototype plans free of charge
1 21 from the department for all new facilities. Site adaptations,
1 22 minor plan modifications, inspections, contract awards,
1 23 contract management, and final acceptance of any project shall
1 24 be provided under contracts entered into by the school
1 25 district board or the authorities in charge of the accredited
1 26 nonpublic school.
1 27 EXPLANATION
1 28 This bill directs the director of the department of
1 29 education to establish and maintain a school building plan
1 30 clearinghouse. The plans must be prepared by or under the
1 31 supervision of a registered architect or registered
1 32 professional engineer. The clearinghouse is directed to
1 33 include plans that support multiple learning styles,
1 34 incorporate best use of educational technology, provide for
1 35 collaborative community use, promote a sense of community in a
2 1 safe environment, and conform to current educational research.
2 2 The department must include a list of construction cost
2 3 estimates. Plans and construction cost estimates must be
2 4 reviewed and new plans identified and added annually. School
2 5 districts and accredited nonpublic schools may use the
2 6 prototype plans free of charge from the department for all new
2 7 facilities. However, site adaptations, minor plan
2 8 modifications, inspections, contract awards, contract
2 9 management, and final acceptance of any project shall be
2 10 provided under contracts entered into by the school district
2 11 or the accredited nonpublic school.
