1 1 Section 1. JUVENILE INTENSIVE SERVICES PILOT PROJECT.
1 2 There is appropriated from the general fund of the state to
1 3 the department of human services for the fiscal year beginning
1 4 July 1, 1999, and ending June 30, 2000, the following amount,
1 5 or so much thereof as is necessary, to be used for the purpose
1 6 designated:
1 7 For establishing a juvenile intensive services program as a
1 8 pilot project in accordance with this section:
1 9 .................................................. $ 200,000
1 10 1. A juvenile intensive services program shall be
1 11 established as a pilot project in one urban and one rural
1 12 county. The program shall provide intensive transition
1 13 services to older children who were adjudicated as delinquent
1 14 or as a child in need of assistance and have returned home
1 15 from placement in a residential program outside of the
1 16 children's homes. The purpose of the intensive transition
1 17 services is to prevent the need for a subsequent placement of
1 18 the children in the state training school.
1 19 2. The program shall provide community-based support and
1 20 contact with the children involved until the children become
1 21 eighteen years of age. Staffing ratios should not exceed five
1 22 children for one staff person.
1 23 3. Services shall include but are not limited to casework
1 24 and counseling, substance abuse counseling and education,
1 25 academic skills development, employment readiness training,
1 26 intensive tracking and monitoring, and other individualized
1 27 services.
1 28 4. The program shall provide for three levels of support
1 29 and contact based upon the educational setting appropriate for
1 30 each child as follows:
1 31 a. A site-based educational setting with provision of
1 32 individualized educational services and support for behavioral
1 33 problems.
1 34 b. A regular school setting with an individually assigned
1 35 worker.
2 1 c. A graduate equivalency diploma testing preparation
2 2 program while the child is employed, with job training
2 3 assistance provided.
2 4 5. The department shall submit to the governor and general
2 5 assembly a progress report concerning the program on or before
2 6 December 20, 1999, and a final report in October 2000.
2 7 EXPLANATION
2 8 This bill provides an appropriation and directs the
2 9 department of human services to establish a pilot program to
2 10 provide intensive transition services to juveniles returning
2 11 home from an out-of-home residential placement. The program
2 12 is to be established in an urban and a rural county. The
2 13 purpose of the program is to prevent the need for a subsequent
2 14 placement in the state training school. Various services are
2 15 required to be included and the program is to use three
2 16 levels, depending on the educational setting appropriate for
2 17 the child. The department is to submit a progress report and
2 18 a final report.
