  1  1    Section 1.  NEW SECTION.  256.22A  ADVANCED PLACEMENT
  1  2 PROGRAM GRANTS.
  1  3    1.  The department of education shall administer and
  1  4 approve grants to school districts that expand the districts'
  1  5 advance placement course offerings by doing either or both of
  1  6 the following:
  1  7    a.  Providing for professional development that will
  1  8 qualify teachers employed by the district to teach advanced
  1  9 placement courses.
  1 10    b.  Delivering advanced placement coursework and
  1 11 instruction through the Iowa communications network.
  1 12    2.  Grant moneys shall be allocated on a competitive basis
  1 13 to a school district or a collaboration of school districts
  1 14 that apply to the department on forms provided by the
  1 15 department, and submit to the department a plan to expand
  1 16 advanced placement course offerings in accordance with
  1 17 subsection 1.
  1 18    3.  Grant moneys shall be distributed to qualifying school
  1 19 districts by the department on or about October 15 of the
  1 20 fiscal year in which the appropriation is made.  Grant amounts
  1 21 shall be distributed as determined by the department.
  1 22    4.  By January 15 of the fiscal year following the fiscal
  1 23 year in which an appropriation is made for purposes of this
  1 24 section, the department shall summarize the plans for which
  1 25 grants were approved in a report to the school district
  1 26 reports and submit the summary and any recommendations
  1 27 regarding the grants and programs to the chairpersons and
  1 28 ranking members of the education standing committees of the
  1 29 senate and the house of representatives.
  1 30    5.  Grant moneys received by school districts under this
  1 31 section are miscellaneous income for purposes of chapter 257.
  1 32    6.  For purposes of this section, unless the context
  1 33 otherwise requires, "advanced placement" means a college-level
  1 34 course offered by a secondary school using curriculum provided
  1 35 by the college board, a nonprofit education association
  2  1 chartered by the university of the state of New York education
  2  2 department.
  2  3    7.  There is appropriated from the general fund of the
  2  4 state to the department of education for each fiscal year the
  2  5 sum of five hundred thousand dollars for advanced placement
  2  6 program grants as provided in this section.  
  2  7                           EXPLANATION
  2  8    This bill appropriates $500,000 annually from the general
  2  9 fund of the state to the department of education for school
  2 10 districts to expand their advance placement course offerings
  2 11 by providing for professional development that will qualify
  2 12 teachers employed by the district to teach advanced placement
  2 13 courses or by delivering advanced placement coursework and
  2 14 instruction through the Iowa communications network.
  2 15    Grant moneys must be allocated on a competitive basis to a
  2 16 school district or a collaboration of school districts that
  2 17 submit to the department a plan to expand their advanced
  2 18 placement course offerings.  Grant amounts shall be
  2 19 distributed as determined by the department.
  2 20    By January 15 of the fiscal year following the fiscal year
  2 21 in which an appropriation is made for advanced placement
  2 22 program grants, the department must summarize the plans for
  2 23 which grants were approved in a report to the chairpersons and
  2 24 ranking members of the house and senate standing education
  2 25 committees.
