  1  1    Section 1.  NEW SECTION.  261.22  BEST OF IOWA SCHOLARSHIP
  1  2 – APPROPRIATION.
  1  3    1.  A best of Iowa scholarship is established to be
  1  4 administered by the college student aid commission to provide
  1  5 scholarships for residents of Iowa who achieve high scores on
  1  6 a standardized, nationally recognized college admission
  1  7 examination.  An individual is eligible for a four-year
  1  8 scholarship or the semester, quarter, or trimester equivalent,
  1  9 if the individual is a resident of this state, makes
  1 10 application as directed by the commission, and submits
  1 11 evidence to the commission that the individual has achieved a
  1 12 composite score of thirty or greater on the American college
  1 13 testing assessment or that the individual has achieved a
  1 14 comparable composite score on the scholastic assessment test,
  1 15 and is enrolled at a community college as defined in section
  1 16 260C.2, an institution of higher learning under the control of
  1 17 the state board of regents, or an accredited private
  1 18 institution as defined in section 261.9.
  1 19    2.  To receive the Iowa pride scholarship, the individual
  1 20 shall annually submit evidence to the commission that the
  1 21 individual is enrolled and making satisfactory academic
  1 22 progress as a full-time or part-time student at an institution
  1 23 as specified in subsection 1.
  1 24    3.  The scholarship amount awarded annually to an
  1 25 individual who meets the requirements of this section as a
  1 26 full-time student shall be two thousand dollars.  The
  1 27 scholarship amount awarded annually to a part-time student
  1 28 enrolled in a course of study including at least three
  1 29 semester hours but fewer than twelve semester hours for the
  1 30 fall, spring, and summer semesters, or the trimester or
  1 31 quarter equivalent, shall be equal to the amount of a
  1 32 scholarship award that would be paid to a full-time student
  1 33 times a number which represents the number of hours in which
  1 34 the part-time student is actually enrolled divided by twelve
  1 35 semester hours, or the trimester or quarter equivalent.
  2  1    4.  There is appropriated from the general fund of the
  2  2 state to the college student aid commission, from funds not
  2  3 otherwise appropriated, an amount necessary to provide
  2  4 scholarships to individuals as provided in this section.  
  2  5                           EXPLANATION
  2  6    This bill establishes a best of Iowa scholarship and
  2  7 appropriates from the general fund of the state an amount
  2  8 sufficient to award annual scholarships of $2,000 to residents
  2  9 of Iowa who achieve high scores on a standardized, nationally
  2 10 recognized college admission examination.  The college student
  2 11 aid commission is directed to administer the program.
  2 12    An individual is eligible for the four-year scholarship if
  2 13 the individual is a resident of this state, makes application
  2 14 as directed by the commission, and submits evidence to the
  2 15 commission that the individual has achieved a composite score
  2 16 of 30 or greater on an ACT college entrance exam, or achieved
  2 17 a comparable composite score on the SAT college entrance exam
  2 18 and is enrolled in an eligible Iowa higher education
  2 19 institution.  To receive the scholarship, an individual is
  2 20 required to annually submit evidence that the individual is
  2 21 enrolled and making satisfactory academic progress as a full-
  2 22 time or part-time student at a community college, a regents
  2 23 university, or an accredited private institution.
