1 1 Section 1. DEPARTMENT OF ECONOMIC DEVELOPMENT. There is
1 2 appropriated from the general fund of the state to the
1 3 department of economic development for the fiscal year
1 4 beginning July 1, 1999, and ending June 30, 2000, the
1 5 following amount, or so much thereof as is necessary, to be
1 6 used for the costs of conducting a science center study and
1 7 developing a plan based upon the study results to increase
1 8 access to science center activities:

1 10 The department of economic development shall conduct a
1 11 study of the demand for science centers that are easily
1 12 accessible to the residents of, and to the tourists traveling
1 13 through, this state; the needs of current science centers
1 14 within the state; the educational and economic benefits of
1 15 science centers; the feasibility of launching traveling
1 16 science centers; and the current and future funding needs of
1 17 science centers. The department shall develop a plan to
1 18 increase access to science center activities within the state
1 19 based on the study findings. The department may use the funds
1 20 appropriated pursuant to this section to enter into contracts
1 21 or chapter 28E agreements with political subdivisions, other
1 22 state departments or state institutions, or other persons in
1 23 the local communities to assist in developing a plan. The
1 24 plan shall consider the interests of the local communities in
1 25 providing for economic development, educational interests, the
1 26 mix of state and local funding to implement a plan, and the
1 27 effect of the plan upon state and local resources. The
1 28 department of economic development shall submit the plan in a
1 29 report to the governor and the chairpersons and ranking
1 30 members of the senate and house standing committees on
1 31 economic development and the joint subcommittee on economic
1 32 development on or before January 15, 2000.
1 33 EXPLANATION
1 34 This bill directs the department of economic development to
1 35 conduct a study of the demand for science centers that are
2 1 easily accessible to the residents of, and to the tourists
2 2 traveling through, this state; the needs of current science
2 3 centers within the state; the educational and economic
2 4 benefits of science centers; the feasibility of launching
2 5 traveling science centers; and the current and future funding
2 6 needs of science centers.
2 7 The bill appropriates $50,000 for fiscal year 1999-2000 to
2 8 the department for conducting the study and for the
2 9 development of a plan to increase access to science center
2 10 activities within the state. The plan is to consider the
2 11 interests of the local communities in providing for economic
2 12 development, educational interests, the mix of state and local
2 13 funding to implement a plan, and the effect of the plan upon
2 14 state and local resources.
2 15 The department of economic development shall submit the
2 16 plan in a report to the governor and the chairpersons and
2 17 ranking members of the senate and house standing committees on
2 18 economic development and the joint subcommittee on economic
2 19 development on or before January 15, 2000.
