PAG LIN 1 1 Section 1. NEW SECTION. 15.371 COMMUNITY ATTRACTION AND 1 2 TOURISM DEVELOPMENT PROGRAM. 1 3 1. The department shall establish and administer a 1 4 community attraction and tourism development program to assist 1 5 communities in the development and creation of multiple 1 6 purpose attraction and tourism facilities. Financial 1 7 assistance received under this program shall be used for land 1 8 acquisition and construction, major renovation, or major 1 9 repair of buildings, all appurtenant structures, utilities, 1 10 site development, and recreational trails. 1 11 2. A political subdivision of this state or a public 1 12 organization may submit an application to the department for 1 13 financial assistance for a project under the program. The 1 14 assistance shall be in the form of grants, loans, forgivable 1 15 loans, and loan guarantees. The application shall include, 1 16 but not be limited to, the following information: 1 17 a. The total capital investment of the project. 1 18 b. The amount or percentage of local and private matching 1 19 moneys which will be provided for the project. 1 20 c. The total number of jobs to be created or retained by 1 21 the project. 1 22 d. The need of the community for the project and the 1 23 financial assistance. 1 24 e. The long-term tax generating impact of the project. 1 25 Sec. 2. NEW SECTION. 15.372 COMMUNITY ATTRACTION AND 1 26 TOURISM DEVELOPMENT FUND. 1 27 1. The department may establish a community attraction and 1 28 tourism development fund consisting of any moneys appropriated 1 29 by the general assembly for that purpose and any other moneys 1 30 available to and obtained or accepted by the department for 1 31 placement in the fund. 1 32 2. Payments of interest, repayments of moneys loaned 1 33 pursuant to this division, and recaptures of awards shall be 1 34 deposited in the fund. 1 35 3. The fund may be used for any of the following purposes: 2 1 a. To provide grants, loans, forgivable loans, and loan 2 2 guarantees under the community attraction and tourism 2 3 development program established in section 15.371. 2 4 b. To provide the basis for a marketing and promotion 2 5 strategy through approved planning, regional assessments, 2 6 community mobilization, and market research such as traveler 2 7 profiles, preferences, travel patterns, and desired 2 8 activities. 2 9 Sec. 3. NEW SECTION. 15.373 COMMUNITY ATTRACTION AND 2 10 TOURISM DEVELOPMENT PROGRAM REVIEW COMMITTEE APPLICATION 2 11 REVIEW. 2 12 1. A community attraction and tourism development program 2 13 review committee is established consisting of seven members. 2 14 The director shall appoint one member representing the travel 2 15 federation of Iowa, one member representing gaming facilities, 2 16 one member representing an association with expertise in the 2 17 vertical infrastructure industry, one member representing a 2 18 regents institution with expertise in economic promotion, one 2 19 member representing a council of governments, and one member 2 20 representing the professional developers of Iowa. The 2 21 governor shall appoint the remaining member. 2 22 2. The community attraction and tourism development 2 23 program review committee shall review applications for 2 24 community attraction and tourism development fund assistance 2 25 and make recommendations to the department regarding the 2 26 applications. Upon review of the recommendations of the 2 27 committee, the department shall approve, defer, or deny the 2 28 application. 2 29 3. When reviewing the applications, the community 2 30 attraction and tourism development program review committee 2 31 and the department shall consider, at a minimum, all of the 2 32 following: 2 33 a. Whether the wages, benefits, including health benefits, 2 34 safety, and other attributes of the project would improve the 2 35 quality of attraction and tourism employment in the community. 3 1 b. The extent to which such a project would generate 3 2 additional attraction and tourism opportunities. 3 3 c. The ability of the project to produce a long-term tax 3 4 generating economic impact. 3 5 d. The geographic diversity of the projects in the 3 6 applications. 3 7 Sec. 4. APPROPRIATION. There is appropriated from the 3 8 rebuild Iowa infrastructure fund of the state to the 3 9 department of economic development for the fiscal year 3 10 beginning July 1, 1999, and ending June 30, 2000, the 3 11 following amount, or so much thereof as is necessary, to be 3 12 used for the purposes designated: 3 13 For the community attraction and tourism development fund: 3 14 .................................................. $ 15,000,000 3 15 Sec. 5. This Act, being deemed of immediate importance, 3 16 takes effect upon enactment. 3 17 EXPLANATION 3 18 This bill establishes the community attraction and tourism 3 19 development program. The bill provides that the program will 3 20 assist communities in the development and creation of multiple 3 21 purpose attraction and tourism facilities. A political 3 22 subdivision of the state or a public organization may submit 3 23 an application for financial assistance under the program. 3 24 The bill provides that all applications are initially reviewed 3 25 by the seven-member community attraction and tourism 3 26 development program review committee. After reviewing the 3 27 recommendations by the committee, the department is required 3 28 to approve, defer, or deny the application. The bill provides 3 29 that criteria which are to be considered in reviewing the 3 30 application include the projected employment impact of the 3 31 project, the projected attraction and tourism opportunities 3 32 generated by the project, the projected economic impact of the 3 33 project, and the geographic diversity of the projects in the 3 34 applications. 3 35 The bill also establishes the community attraction and 4 1 tourism development fund. The bill provides that the fund is 4 2 to be used for funding projects under the community attraction 4 3 and tourism development program and to provide the basis for a 4 4 marketing and promotion strategy. The bill appropriates $15 4 5 million from the rebuild Iowa infrastructure fund for the 4 6 fiscal year beginning July 1, 1999, and ending June 30, 2000. 4 7 The bill takes effect upon enactment. 4 8 LSB 1320HV 78 4 9 tm/gg/8.1
