1 1 Section 1. Section 262.13, Code 1999, is amended to read
1 2 as follows:
1 3 262.13 SECURITY OFFICERS AT INSTITUTIONS AS PEACE
1 4 OFFICERS.
1 5 1. The board may authorize any institution under its
1 6 control to commission one or more of its employees as special
1 7 security officers.
1 8 2. Special security officers shall have the powers,
1 9 privileges, and immunities of regular peace officers when
1 10 acting in the interests of the institution by which they are
1 11 employed, and shall carry a weapon while performing their
1 12 duties, subject to the requirements of section 80A.13.
1 13 3. The board shall provide as rapidly as practicable for
1 14 the adequate training of such special security officers at the
1 15 Iowa law enforcement academy or in an equivalent training
1 16 program, unless they have already received such training.
1 17 EXPLANATION
1 18 This bill provides that special security officers at
1 19 regents institutions shall carry a weapon while performing
1 20 their duties. The officer must file with the sheriff of the
1 21 county in which the campus is located, pursuant to Code
1 22 section 80A.13, that the person has completed an approved
1 23 firearms training program under Code section 724.9, and
1 24 possesses a permit to carry weapons in compliance with Code
1 25 chapter 724. The employer must also file an affidavit with
1 26 the sheriff outlining the nature of the duties to be performed
1 27 and a justification of the need to go armed.
