  1  1    Section 1.  Section 261.102, Code 1999, is amended by
  1  2 adding the following new subsection:
  1  3    NEW SUBSECTION.  1A.  "Biotechnology grant program" means
  1  4 the George Washington Carver biotechnology grant program
  1  5 established in section 261.106.
  1  6    Sec. 2.  NEW SECTION.  261.106  GEORGE WASHINGTON CARVER
  1  7 BIOTECHNOLOGY GRANT.
  1  8    1.  There is established a George Washington Carver
  1  9 biotechnology grant program within the Iowa minority academic
  1 10 grants for economic success program administered by the
  1 11 commission.  The goals of the biotechnology grant program are
  1 12 to attract undergraduate and graduate minority students from
  1 13 across the country to Iowa's accredited postsecondary
  1 14 institutions, to build future leadership within the minority
  1 15 community, and to establish an image of the state as a land of
  1 16 job opportunities that welcomes its increasing cultural
  1 17 diversity.
  1 18    2.  Notwithstanding sections 261.101 and 261.103, a grant
  1 19 under the biotechnology grant program may be awarded to any
  1 20 minority person who is a citizen of the United States, who is
  1 21 accepted for admission or is attending a community college, an
  1 22 institution of higher learning under the control of the state
  1 23 board of regents, or an accredited private institution as
  1 24 defined in section 261.9 as an undergraduate or graduate
  1 25 student pursuing a major in the field of biotechnology, and
  1 26 who demonstrates financial need.
  1 27    3.  Full-time graduate students may receive grants for not
  1 28 more than four semesters of graduate study or the trimester or
  1 29 quarter equivalent of four semesters of graduate study.  Part-
  1 30 time graduate students may receive grants for not more than
  1 31 eight semesters of graduate study or the trimester or quarter
  1 32 equivalent of eight semesters of graduate study.
  1 33    4.  All other provisions of sections 261.101 through
  1 34 261.105 shall apply to the biotechnology grant program.  
  1 35                           EXPLANATION
  2  1    This bill establishes the George Washington Carver
  2  2 biotechnology grant program within the Iowa minority academic
  2  3 grants for economic success program administered by the
  2  4 college student aid commission.  The goals of the
  2  5 biotechnology grant program are to attract undergraduate and
  2  6 graduate minority students from across the country to Iowa's
  2  7 accredited postsecondary institutions, to build future
  2  8 leadership within the minority community, and to establish an
  2  9 image of the state as a land of job opportunities that
  2 10 welcomes its increasing cultural diversity.
  2 11    A grant under the biotechnology grant program may be
  2 12 awarded to any minority person who is a citizen of the United
  2 13 States, who is accepted for admission or is attending a
  2 14 community college, regents university, or an accredited
  2 15 private institution as an undergraduate or graduate student
  2 16 pursuing a major in the field of biotechnology, and who
