1 1 Section 1. STUDY OF THE USE OF CORN-BASED DE-ICERS. The
1 2 state department of transportation shall study, make
1 3 recommendations regarding, and conduct testing on the use of
1 4 corn-based de-icers on the highways of this state. The study
1 5 shall be conducted in the following eight counties in northern
1 6 Iowa, known as region 2: Cerro Gordo, Floyd, Franklin,
1 7 Hancock, Kossuth, Mitchell, Winnebago, and Worth. The
1 8 department shall study the feasibility of using corn-based de-
1 9 icers and the benefits and detriments of such use to highways,
1 10 road construction and maintenance equipment, vehicles, and the
1 11 environment. The department shall also study the costs
1 12 involved with the use of corn-based de-icers and the equipment
1 13 needed for such use. On or before September 1, 2003, the
1 14 department shall submit a report to the general assembly
1 15 concerning the results of the study and the findings and
1 16 recommendations of the department.
1 17 EXPLANATION
1 18 This bill directs the state department of transportation to
1 19 conduct a study, make recommendations regarding, and conduct
1 20 testing on the use of corn-based de-icers on highways in the
1 21 state. The study is to be conducted in the eight counties in
1 22 northern Iowa known as region 2 and is to include the benefits
1 23 and detriments of the use of the de-icers to highways, road
1 24 construction and maintenance equipment, vehicles, and the
1 25 environment. The department shall also study the costs
1 26 involved and the equipment needed for the use of de-icers.
1 27 The department is to report to the general assembly the
1 28 results of the study by September 1, 2003.
