1 1 Section 1. Section 273.11, subsection 2, paragraph c, Code
1 2 1999, is amended to read as follows:
1 3 c. Support for curriculum development, instruction, and
1 4 assessment for reading, language arts, social studies, math,
1 5 and science, using research-based methodologies.
1 6 Sec. 2. STATE MANDATE FUNDING SPECIFIED. In accordance
1 7 with section 25B.2, subsection 3, the state cost of requiring
1 8 compliance with any state mandate included in this Act shall
1 9 be paid by an area education agency from state foundation aid
1 10 received by the area education agency under section 257.35.
1 11 This specification of the payment of the state cost shall be
1 12 deemed to meet all the state funding-related requirements of
1 13 section 25B.2, subsection 3, and no additional state funding
1 14 shall be necessary for the full implementation of this Act by
1 15 and enforcement of this Act against all affected area
1 16 education agencies.
1 17 EXPLANATION
1 18 This bill requires the department of education to include
1 19 in standards developed for the accreditation of area education
1 20 agencies support for curriculum development, instruction, and
1 21 assessment for social studies, using research-based
1 22 methodologies.
1 23 This bill may include a state mandate as defined in Code
1 24 section 25B.3. The bill requires that the state cost of any
1 25 state mandate included in the bill be paid by an area
1 26 education agency from state foundation aid received by the
1 27 area education agency under Code section 257.35. The
1 28 specification is deemed to constitute state compliance with
1 29 any state mandate funding-related requirements of Code section
1 30 25B.2. The inclusion of this specification is intended to
1 31 reinstate the requirement of political subdivisions to comply
1 32 with any state mandates included in the bill.
